Hutchison moved that the yearly rental should be 5 per cent of the cash price instead of 4 per cent. The amendment was lost on the voices, and the clause was carried. Clause 152, dealing with terms of lease. Mr G. Hutchison moved an amendment, which he Baid was a last effort to incorporate in the Bill under the tenure of perpetual leasehold the system of freehold. On a division the amendment was negatived by 31 to 17* Special settlement associations. : Mr Buchanan moved as an amendment that the total amount of land set apart as special settlements in the Colony shall not exceed 100,000 acres in any one year, instead of 250,000,' acres. , r Amendment lest by 35 to 13. Thompson suggested that the admistration of this system should be placed under the control of the Waste' Land Board. The Minister said he would be very pleased to fall in with that suggestion. Hutchison, moved to insert a new subsection, providing; that in every mortgage no power of sale shall arise or accrue until after the joxpiration of one month following, default.— Agreed.
