The Minister for Lands is about to introduce a Drainage Bill which will, we believe, prove a very useful measure. It is intended to enable settlers of a district to petition the Governor-in- Council to declare a drainage district, after which they will proceed to elect a board. This board will, after due notice has been given, proceed to make drains through any lands in the district, and levy a rate for such purpose. This rate is to be levied in propoition to the benefits derived by the different landowners, the board itself fixing the basis of the yaluation. The Minister for Public Works Bailway Bill aims at securing a responsible political head to the Railway department, making the Minister the voice in Parliament of the department and giving to the House the right of having before them the railway estimates. With all this, the object of the promoter is to disturb the present Commissioners as little as possible in their position. It is expected that the Laud Bill will have passed through the Waste Lauds Committee on Wednesday, and the Minister for lands expects to have it before Committee of the House before the end of the week.
