The Times declares that Mr Gladstone profovs to govern alono, nnd that tho other members of the Ministry will be as extinct volcanoes The French press stsite that Queen Victoria is secretl}' displeased with Mr Gladstone's success. August 19 Parliament has been prorogued to November 4th. Tiie out'fioinsj Government attended at Osborne House yesterday, and yielded up the Seals of office, which were transfered an hour afterwards to Mr Glad stone and his colleagues, Rome, August 19. The Pope has sent a message to the Marquis of Ripon, congratulating him on his appointment to his position in the Government.
