Wellington August 16. Mr Scobie Mackenzie gave notice of a Bill to amend the Corrupt Practices Act and to limit the cost of Parliamentary elections. Replying to Sir George Grey, as to whether the Premier would inform the House what was the present state of the negotiation* between the Governor and Ministers in relation to calling additional members to the Legislative Council, and what steps Ministers intended to take in relation thereto, the Hon Mr Ballance said the negotiations between, the Go* vernor and Ministers on the subject were at an end *>r the present. Some corres» pondence had been referred by the 'governor to the Secretary of State, and the whole of the papers referring to the matter would be laid on the table tomorrow. The Hon, Mr McKenzie moved the second reading of the Land for Settle ment Bill, to authorise the acquisition of private land for the purposes of settle* ment. The Bill provided for the appoint* ment of Land Purchase Commissioners, to consist of the Surveyor-General, Commissioner of Taxes, Commissioner of Crown Lands, and the District Land Re* ceiver of the district in which the land wa» situated. Messrs Rees, Newman, Mills, Taylor, Hal), Meredith. Wilson, Harkness and Captain Russell, spoke generally in sup* port of the principles of the Bill, and Messrs Buckland, Fish, T. McKenzie, McGuire and Lake against it. The second reading of the Land for Settlement Bill was carried by 45 to 8. The Hon Mr McKenzie moved the second reading of tho Stock Bill, to regulate the importation, removal, and branding of stock, and to provide against the introduction and spread of diseases afflicting stock. Second reading agreed to. August 17. The Hon. Mr McKenz : e moved the second reading of the Dairy Industry Bill, to regulate the manufacture of cheese for export and to provide for the purity of milk used in such manufacture. The second reading was agreed to. The Hon Mr McKenzie moved the second reading of the Servants' Registry Offices Bill, for the licensing and registration of servants' registry offices. After a short discussion the debate was adjourned for a week as tbe measure had only just been circulated. The Hon Mr Seddon moved the second reading of the Boarding and Lodging Houses Bill, for the wellordering of boarding and lodging houses. The second reading was agreed to after a short debate. The Hon Mr Reeves moved the second reading of the Shops and Shop As* sistants Bill, for limiting the hours of business in shops. He said it was a similar Bill to that of last year, and provided that all shops should be closed one day in the week at 1 o'clock. Second reading agreed to. Sir George Grey gave notice that he would move in Committee on the Land and Income Tax Amendment Bill, that all improvements be exempt from taxation.
