Private James has issued a summons against his officers for suspending him by the thumbs. August 3. The officers concerned in the torture of Private Jameß have been arrested on a charge of aggravated assault. It is reported that Frick, manager of Carnegie's works, who was wounded by a Russian Jew, is to be arrested on a charge of conspiracy, preferred by the Unionists. Calcutta, August 3. The Viceroy of India is sending a party of twenty officers to watch GiJgit, near the Pamir. Paris, August 2. Information is to hand that Russia has re- occupied the Panurs up tlie Hindoo Koosh, and established pos's at Aktach and Tajarman. Berlin, August 2. The Tageblatfc says that Prmce von Bismarck has caused a sensation bj demanding the abolition of absolutism. The country is responding to his call with enthusiasm. Sofia, August 2. The liberty of the press has been re» stored in Bulgaria. St. Petersbubq, August 2. The Deputy-Governor of Taskend was stoned and trampled on by the mob for issuing a ukase stopping the sale of liquor.
