Arrival of Frisco Mail

(PER PRESS ASSOCIATION.) Auckland, April 22. Arrived — Monowai from 'Frisuo with English mail.

GENERAL SUMMARY. Scotch market lias been closed against imported cattle since March 9th in con sequence of the prevalence of the foot and mouth disease. The number of cattle and swine slaughtered by order of the authorities was some 1,250,000. A horrible story was received in Berlin on March 4th from Slade, a small village in Hanover. A murderer to be guillotined nas placed in position, but when the knife fell, to the horror of the spectators, it fatfed to sever the head from the trunk, leaving the neck in a terribly mutilated condition. The horror of the scene was increased when the executioner raised the knife and made an attempt to wrench the head from the body with his hands, while the blood gushed in torreote from the gaping wound. In spite of all his twisting and tugging at the head he failed to wrench it off, and again placed the body under the guilotine. Once more the blade failed to perform its work, only leaving the body more mutilated than before. The brntal executioner then took his knife, and hacked and slashed at the back of the neck until he succeeded in tearing the head away.
