Feilding Borough Council

The ordinary meeting of the Feilding Borough Council was held in the Council Chambers on Thursday, the 7th instant Present— Councillors Chamberlain, Lethbridge, Sandilande, Carthew, Goodbehere, S. J. Thompson, Gould, and J. C. ' Thompson. Cr Goodbehere was voted to the chair. ; The minutes of the previous ordinary : and a special meeting wero read and I confirmed. CORRESPONDENCE. From A. R. Munroe, per A. F. Laurenson, asking permission to erect a verandah in front of Mr Hugli'B shops, facing Manchester street. From Jas. Stevens, giving information that the postal delivery had been understood to be dependant on the introduction of the new postal regulations, but he had referred the matter for further consideration, From Kate Hedge and George Galbraitb, re change of name on rate roll. From Father J. F. Patterson, re improvements to the cemetery at Makiao. From the Bank of Australasia, reminding the Council it would be necessary for them to open a new account for the year ending 31st March, 1893. From the Colonial Secretary's office, forwarding a copy of a Bill proposed to be introduced next session, entitled "An Act to provide for the keeping and audit of the accounts of Local Authorities." From John Prior, re agreement between the Borough Council and Martin, artesian well sinker. The Clerk of Works reported that the Manchester street bridge needed repairing, and that it would require a new frame. From James Hugli, asking to have footpaths formed in front of his property, and stating his readiness to defray half the cost on completion of the same. From John Prior, containing accounts for attending Assessment Court, and transactions in reference to artesian well agreements, and summons for rates overdue. A petition, signed by about 104 ratepayers, was presented, requesting the construction of a bridge over the Makino in Derby street. The Public Works recommended for payment accounts amounting to £98 2s Bd. GENERAL. Cr Sandilands supported the application of Mr Wollerman to make an entrance to his cellar from the footpath. Cr Chamberlain also spoke in favor of the request. Crs Gould and J. C. Thompson opposed the motion. Proposed by Cr Sandilands, seconded by Cr Chamberlain, That the application of Mr H. Wollerman for permission to excavate part of the footpath in Manchester Square for the purpose of making a cellar be acceded to, subject to the work being carried out in accordance with views of the Clerk of Works as to the prevention of accidents. — Carried. Proposed by Cr Sandilanda, seconded by Or Lethbridge, That the several applications of Messrs Munro and Hugli be acceded to on the Council's usual terms. — Carried. Proposed by Cr Lethbridge, seconded by Cr Carthew, That the report of the Finance and Fublic Works Committos be adopted, also that the work proposed by the Clerk of Works be accepted. —Carried.* Proposed by Cr Sandilands, seconded by Cr Carthew, That the application of the Rev Father Patterson be referred to the Cemetery Committee. — Carried. Proposed by Cr Sandilands, seconded by Cr Lethbridge, That His Worship the Mayor and Cr Goodbehere be authorised to arrange with the bank as to the limit of overdraft for the year ending 31st March. 1893, and that a cheque be sent to the bank for the amount of overdraft at the 31st ult.— Carried. Proposed by Cr Sandilands, seconded by Cr Lethbridge, That the application of Mr Galbraitu, and Miss K. Hedge for alteration of name on rate roll be acceded to. —Carried. Accorded to a notice of motion it was proposed by Cr Sandilands, seconded by Cr Chamberlain, That public notice be Riven that it is the intention of the Feilding Borough Council at its next ordinary meeting to be held on the sth of May next to make a general rate of one shilling:, and a library rate of one penny in the £ on the rateable value of all rateable property within the Borough of Feilding for the financial year ending 31st March, 1693, such rate to be payable in one sum on the 19th day of May next. His Worship the Mayor now took the chair and apologised for his late attendance. Proposed by Cr Lethbridge, seconded by Cr Goodbehere, That the petition re the Denbigh street bridge be receiyed. — Carried. Proposed by Cr Lethbridge, seconded by Cr Sandilands, That the rent of the house now occupied by Mrs Wright at 3a per week be guaranteed for the space of six months. — Carried. Proposed by Cr S. J. Thompson, seconded by Cr Gould, That Mr Prior's account be paid. — Carried. Proposed by Cr Lethbridge, seconded by Cr Carthew, That the estimate of Finance expenditure for the year ending 31st March, 1893, as brought up by the Finance Committee be adopted and ad • vertised as required by the Act. — Carried. Resolved, That Archbishop Eedwood receive notice to erect his share of fence between sections 688 and 689. Resolved, That application be made to the Palmerston North Charitable Aid Board for the sum of £25. Tenders for various purposes were then opened, and the following accepted : — Lighting street lamps, J. Pawson, £11 8s; painting bridges, J. Fowles, j-16 10s; formation of railway line, B. Sangster, 8s 9d per chain ; and F. Bink, for metalling same, £21 125 ; supply of charitable aid rations, C. Mathews, 3s 3d per head; supply of metal, at Is 7d per yard, and one and two-horse teams as per specifications, J. Robiuson. Eesolved, That tenders for laying pipes in Manchester street be held over till next meeting, and the Clerk of Works prepare specifications for wooden drain instead. The Council then adjourned.
