« By Electric Telegraph.— Copyright. (TEH UNITED PRESS ASSOCIATION.) London, February 22. Mr H. Chaplin, Minister oE Agriculture, has introduced the Small Holdings Bill into the House of Commons. The measure proposes to enable county councils to levy a rate oE one penny in the pound, which it is estimated would yield ten millions sterling, for the voluntary purchase ot lands ; councils are given powers to sell or let to holders. The Bill, which does not apply to holdings in Ireland, is viewed in a friendly spirit by the Opposition. The members of the Congregational Churches throughout England are holding .'i week of self denial, hoping by this means to obtain funds sufficient to maintain an additional hundred missionaries. Summonses 'have been issued against Mr Horatio Bottomley, secretary, and J Sir H. A. Isaacs, director of the Hansard Publishing Union, for defrauding the Company of £30,000. Another director I will also be included in the charge. Mr Low, formerly Berlin correspondent , of The Times, sued Mr Walter, the manager, for £1000 damages for breach of contract. A verdict was given for the defendant. A steamer, with a carge of provisions subscribed by the citizens of Philadelphia for the starving peasants in Russia, has sailed for a Russian port. Lord Knutsford, in reply to a question by Mr Howard Vincent, said that Australian and Canadian goods would beadmitted into England at similar rates to goods from the United States, West Indies, and the other colonies. Fiftyeight classes would be admitted free of duty, while large reductions would be | made in others. The ship Rateil sank off Penzance during a gale, and it is supposed that all on board are lost. One body has been washed ashore. Mr W. L. Jackson has introduced into the House of Commons a Bill providing for free and compulsory education in Ireland. The Bill prohibits the eni« ployment of children under eleven years of age, and between the ages of eleven and fourteen, unless they hare attained a certain degree of proficiency at school. It also abolishes fees where they do not exceed six shillings per annum. Investors are alarmed that the issue of Treasury bonds will inert- ase, instead of [ relieve, the necessities of borrowers, and a report which is current, to tha effect that the New South Wales Government is prepared for a fresh issue on the first opportunity, has irritated the market. "The Times condemns the colonies for privately increasing their national debt by means of Treasury bills, ani urges the various Governments m need of money to place loans on the market at a higher rate of interest than has been offered m the past. Beblin, February 23. Emm Pasha writes bitterly complaining of Captain Lugard's conduct towards him. It is reported that funds are being raised in France, Germany, and the United States for the purpose of fit* ting out an expedition to send to the assistance of Emm Pasha. New Yobk, February 22. A gang of robbers ransacked a tram at Rochester, and shot the conductor. They escaped by means of a spare engine, but some of the railway employes pursued them for some miles on another engine, and, after shots had been exchanged, effected the capture of the desperadoesT?abis, February 23. Mrs Deacon denies that she was gmlty of improper conduct with the French Attache, whom her husband shot dead, and is applying for a divorce, Sofia, February 23. Madame Era vel toff and two other ladies, were tried in this city for petitioning the foreign Consuls to hasten the trial of their respective husbands for the murder of M. Beltsheff, late Minister of Finance, in March last. All the woman were acquitted. St. Peteesbxtro, February 23. Nihilists are fomenting agitation among peasants.
