Kiwitea Road Board
The ordinary meeting of the Kiwitea Road Board was held in the Board's Office at Feilding on Saturday the 20th instant. Present— Messrs Taylor, (chairman) Mills, Lucas, Homer, Haythorne, Williamson. Shannon, and Koid. Mr B. L. Bnrton,' the newly elected representative for Euahine "Ward, took his seat at the table. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. From A. E. Ratlifl, requesting insertion of name on rate roll for section 77, Block XIIL, Apiti. From W. A. Pritchard, requesting instructions re packing grass seed to the Otaraakapua Block as the fallen bush completely blocks the track. From J. E. Calvert, enclosing cheque for rates due. From H. K. Hodge and other owners, requesting to have accrued thirds spent on the Terrace road, the work to begin at the Branch road. From J. Richards, by requisition from several ratepapers, stating his reasons for withdrawing from the contest for the representation of the Euahine Ward, the main objection being the omission to have a polling booth in the Pohangina district, the said omission having caused great dissatisfaction. From J. G-. Harris, requesting information re completion of balance of 4 chains fencing on Cemetery road. From Job Palmer, having inadvertently gone over the length of his contract asking Board's favorable consideratiotititi reference to the payment for the extra work. From W. J. Viles, drawing attention to the bad state of Hayne's road ; to grading of two cuttings on same, and asking for improvement of same to be commenced before the wet weather sets in. From Taylor and Kevern, seeking compensation for stumping and forming about 25 chains of bridle track on the Mangapapa road, such work haying been a necessity. From E. P. Hopkins, calling the Board's attention to the stoppage of a drain in the Ferry road. From Edward Kinkead and Alexander Morgan, re erection of a temporary gat© across the road- in front of their land. From J. A. and E. Bailey, enclosing account for felling 90 chains of road line on the Association road, Birmingham, (£l3 10s Od). From Alex. Fergusson, re contractors encroaching on his land, and stating that through the removal of fences 50 sheep had been lost, and asking what course the Board would take to remedy the grievance. From C. H. Bates, requesting explanating of non-fulfilment of previous resolution in reference to payment for felling road line. From Property Tax Department, notifying passing of voucher for payment of £187 10s Od, subsidy due under "the Local Bodies' Finance and Powers Act, 1885." From Treasury Office, a circular and statement of amount received by the Board on account of loans under " The Government Loans to Local Bodies' Act" for the year ending 31st January 1892, viz., £3000, and amount of interest to be added to principal (£B7 2s 6d). From Younger and Laing, applying for £36 10s as compensation for being stopped with their contract on Kimbolton road. From Moorhouse and Hadfield, solicitors, Wellington, on behalf of W. S. Marshall, demanding that the construction of Whare road be proceeded with forthwith or the sum of £40 be paid to their client. [Left with the clerk to make reply.] From the Eangitikei County Council, with statement of accounts of expenditure incurred in connection with the Onepuhi Bridge, and showing the Board's share of liability of the same. — The matter was left over until the next meeting of the Board. GENERAL. The following petition wus read previous to its transmission to the Governor : " To his Excellency the Governor. — We, the undersigned members of the Feilding Small Farm Block, after long and deep consideration do think that we greatly erred when we did petition your Excellency to grant us separation from the Kiwitea Eoad Board. We therefore now beg your Excellency to use your power on our behalf, thereby warding off the evil results our mistake might bring forth, and allow us to remain in our present ward. Trusting to you to do this we for you do ever pray." Signed by 37 settlers. A petition was presented, signed by Edward Bell and six others, respectfully requesting that the road be made leading from McKenzie's contract to the Oroua river, known as the Terrace road, and that the Board arrange with Mr Morton for the purchase of necessary land owing to the deviation of the said road, and showing the advantages to be gained from the carrying out of this work. Mr R. Taylor, junr., waited on the Board in reference to the expenditure of thirds on the road leading to his section.* It was stated that no thirds were available at present, but he was assured the next thirds which fell due should be so exexpended. Mr Jas. Meehan applied for the amount due to him for felling road-line next his section in the Feilding Block. Mr Lucas asked how the Act read in reference to the appointment of polling booths, as considerable grievance had been caused by only one being provided for the Euahine election. The Clerk stated that the Act allowed more polling stations but it required the authority of the Board for their appointment. As some reflection on his con* duct had been made in connection with the recent election he wished to make this explanation to justify himself before the Board. Proposed by Mr Homer, seconded by Mr Reid, That Messrs Younger and Laing be asked if they are agreeable to finish the metalling of No 5 contract and be paid for the same when the ward is in funds.— Carried. Proposed by Mr Mills, seconded by Mr Taylor, That the Engineer call for tenders for grading the cutting at corner of section 203, and a few chains of formation to make the road passable for cart traffic on Hayne's road. — Carried. Proposed by Mr Lucas, seconded by Mr Haythorne, That interest be paid by the wards in debit account.— Carried. Proposed by Mr Burton, seconded by Mr Lucas, That Mr Meehan be paid the amount due to him for felling the roadline next his section as soon as the Board has funds. — Carried. Proposed by Mr Homer, seconded by Mr Haythorne, That the request of the ratepayers signing the petition to have their thirds spent on the Terrace road be granted, and that the amount of thirds now due be applied for and spent aocordingly, and that the Engineer report at the next meeting as to the amount of land required from Mr Morton for the deviation and the price per acre. — Carried. Notice of motion was given as follows : Proposed by Mr Homer, seconded by Mr Eeid, That the amount required for roadmaking in the new districts and to obtain the full advantages offered under " The Government Loans to Local Bodies Act," this Board thinks it indispensable to convert the Kiwitea Road Board District into a county, such county to haye boundaries co-terminus with th c present boundaries of the Kiwitea Eoad Board, and that Mr Macarthur be asked to bring a Bill in to this effect before the House at the next session of Parliament. " . Proposed by Mr Haythorne, seconded by Mr Homer, That tbe notice given to Mr Bryce re removal of gates be witlidrawn for the present; farther, that the
Engineer be instructed to inspect Bryce's road With a view to ascertaining whether it is advisable to take further steps towards obtaining o deviation. — Carried. Mr Atkinson waited on the Board, representing himself and other settlers in reference to the Pakihikura road ; the private track in use up to the present time was now being fenced off and it would be impossible for them to get their seed in or other necessary stores, and he urged the construction of a bridle track to give them access to their land. Proposed by Mr Reid, seconded by Mr Burton, That this be an instruction to the Secretary and Engineer to proceed with during the month; that sft bridle track be made on sidling along Pakihikura road from sections 61 and 64 eastward for 90 chains, proyiding the Commissioner agrees to the expenditure of thirds along said road, or if the settlers contribute the amount necessary, to be refunded when the Board receive the funds.— Carried. Proposed by Mr Reid, seconded by Mr Shannon, That the Engineer be instructed to lay off the proposed road-lines in the Hautapu and Ongo wards in accordance with the respective loans. — Carried. Proposed by Mr Haythorne, seconded by Mr Homer, That the name of Alfred E. Ratliffbe placed on the rate roll for section 17, Block XIII, Apiti, in place of B. Johansen, as requested.— Carried. Proposed by Mr Shannon, seconded by Mr "Williamson, That Messrs Taylor and Kevern be informed that the ward has not sufficient funds at present to do the work they ask for.— Carried. Proposed by Mr Homer, seconded by Mr Haythorne, That the Engineer make arrangements with Mr Fergusson as to his fence and that the Board will replace or repair any damage done to it by them in the future.— Carried. Mr Lucas raised the question of opening up Barrow's line from the Oroua nyer to the Kimbolton road. The matter was deferred to enable the Secretary to write to the Commissioner to ascertain if any reserve was made for this purpose. A ballot of the names of defaulting ratepayers was mado and resulted in fifty bein<r drawn who will be summoned at the next sittings of tbe B.M. Court. After next meeting the balance of the defaulters will also be summoned. Proposed by Mr Homer, seconded by Mr Eeid, That the following tenders be accepted :-Oroua Valley road, McDermott, £17 16s 6d ; Waituna Valley road, Younger and Laing, £28; Northern line flower hand), J. Monteith, 60 chains for £69; Northern line (upper end), Younger and Laing, 26 chains for £38 ; Eangitikei Valley Road, Behrendt and Co, 49 chains for £75; Tapuae Eoad, Younger and Laing, 47 chains for £53.— Carried. Proposed by Mr Eeid, seconded by Mr Burton, That the bridle track be continued along the Eangitikei road east, Sandon Block, for 60 chains and that the felled bush along the Pakihikura road be cleared. That the Engineer be lustraoted to call for tenders within a fortnight.— Carried. Proposed by Mr Lucas, seconded by Mr Burton, That the sides of the Pohangina cutting be fenced and that eight groins be put in the creek to protect the earthwork,— Carried. Proposed by Mr Taylor, seconded by Mr Williamson, That the sustenance fees be made Is for horse, mare or gelding, filly or foal, bull, ox, cow, heifer or calf; for sheep, pig, or goat ono penny per day. Poundkeepers fee for giving notice Is, also for inserting notice in newspapers Is, all other charges according to the Act.— Carried. The monthly accounts were passed for payment and the meeting adjourned.
