Mr Hastings, M.P. for Worcester, who is charged with obtaining a large sum. of money by frauds, has been remanded, bail being refused. Petails were complex, but a letter addressed to the Judge and handed to counsel led to the discovery that Mrs Osborne had negociated Spinks' bank note, whereupon her solicitor retired from the base. The Vicar Apostolic in China telegraphs to Father Minn that a thousand Austrians were murdered in Mongolia. Protection has now arrived and the Belgians are safe, St. P.BTEESEUBO, December 22. Three Grand Dukes have subscribed 130,000 roubles to the famine relief fund, and the Czarewitch has given a donation of 50.000 roubles. Extensive relief works are being organised and will be ready by spring. Washington, December 22. The United States military forces on the Canadian frontier will be trebled within the next six months, this step being taken by way of precaution. The Secretary of State has assured General Monte, President of Chili, that he is confident that an amicable settlement ot the difficulty will be made after a complete enquiry into tho disturbance. The Tribune confirms the statement that tho United States Navy is preparing for war. Rio de Janbibo, December 21. A skirmish between the Federal troops, and the National Guard has taken place m Rio GrandeCaiko, December 21. The refugees from Khartoum state that for nine yoars they were in ignorance of the events of the world. Khartoum, they say, is in ruins, and a small force could easily capture the Soudan.
