Mr Seddon, tho Minister for Di-fenee, in a speech made atNelson when inspecting tho local volunteers, said it had been resolved by the Government to continuo tho present rate of capitation for three years. There will bo no Easter Encanipmeuts next year, but it is intended to mass the Volunteers round each of the four defended ports, and organise manoeuvres of which the Auxiliary Squadron can tako part.
