Kiwitea Road Board
The ordinary mothly meeting was held in the Board's office, Feildrog. on Saturday the 19th iust. Present— Messrs Taylor (chairman), Lucas, Holdeh, Hajrthorne, Homer, Shannon. Mills, Reid nad Williamson. The minutes of the previous meeting: were read and confirmed. CORRESPONDENCE. * From C. Gearke, making offer for ' stumping Cemetery Eeserve. ' From District Land and Survey Office, stating that a road runs through McGregor's run to the Eangitikei river. From same, re grant for Kirnbolton road. From John Curran, re change of name on rate roll. From James Stint, applying for his name to be placed on rate roll. From Kobert Bugg, re insertion of name on rate roll. From H. Poelenaki, re change of nama on rate roll. From A. R. Cox, asking permission to fell bush on road line. From Peter Brown, asking permission to fell road line. From James Malone, asking permission to fell road line. From R. H. Whisker, re felling road * line. From H. Bnrne, re felling bush on road line. From G. Ellison, asking for extention of time to complete his contract. From Marsh and Connolly, asking for extention of time to complete their contract. From E. Hunt, stating that road men; were lighting fires near his bush, and pointing out the danger of this proceeding. From Thomas Lowes, asking theBoard's consent to the erection of a verandah in front of Mr Munroe's shop, Birmingham. From R. Taylor, re expenditure of thirds. From P. L. Cameron, enclosing account for felling bush. Also, from Mr Pemberton, certificate of same. From J. R. Da vies, re a side cutting on the Kiwitea-Taipua road. From J. Knox, requesting information re requisition from the settlers on the Oroua Valley road. From W. E. Calthrop, drawing attention to the bridle track opposite Mr Schmidt's section on the Apiti Block. From J. Henley, re matters connected with the main road line in Foxton Small Farm Block. From P. Nesdate and 13 others, asking* for expenditure of thirds on the Khnbolr ion road from the cemetery northwards. From Kirton and Curtis, acknowledging receipt of letter re tenders for Board's advertising. Stating their inability to charge less than the rates which had, obtained in the past. From Advocate, Marton, stating that rates for advertising could not be lowered, as the previous rates were below the rates- ' charged by many respectable daily journals. From Rangitikei Printing and PublishCompany, giying tender for Board's advertising. GENERAL. Proposed by Mr Homer, seconded by Mr Haythorne, That application be made for all thirds now due on the Kiwitea cross road, such to be spent in forming a sft bridle track from the Kimbolton road as far as the standing bush, the balance to be spent in forming and clearing as far as the money will allow. — Carried. Proposed by Mr Shannon, seconded by Mr Haythorne, That application be made to the Land Board for thirds due on Northern Line, Waituna, Valley road, Kiwitea, Tapu and Tapuai roads in the Ongo ward, to be spent on these roads. — Carried. Proposed by Mr Homer, seconded by Mr Holden, That the name of Daniel Retzrnann be placed on the roll in place of H. Polenski for section 19, Block IV, Pemberton. Also, that of James Stent in place of R. McElwain for section 23, Block 111, Apiti. — Carried. Proposed by Mr Haythorne, seconded by Mr Shannon, That the Engineer be instructed to have about 40 yards of metal put on Coulters road, by Mr Bartholmews' yard. — Carned. Proposed by Mr Homer, seconded by Mr Holdeu, That permission be grantod to Mr Lowes to erect a verandah as requested, subject to the Engineer's approval. — Carried. Proposed by Mr Holden, seconded by Mr Homer, That permission be given lo Mr Malone, H. Burnett, and P. Brown, to fell bush on road-linec as applied for, under the usual terms and paid for when the Board is in funds. — Carried. Proposed by Mr Taylor, seconded by Mr Mills, That the Engineer get the cemetery acre logged up, the cost not to exceed £10. — Carried. Proposed by Mr Reid, seconded by Mr Holden, That George Ellison be allowed an extension of time to finish his contract in the Sandon block. — Carried. Proposed by Mr Lucas, reconded by Mr Holden, That the names of Robert Curraa and Adrian Porter be put on rate roll for parts of sections 40, Block XIII, in place of John Curran. — Carried. Proposed by Mr Lucas, seconded by Mr Mills, That permission be given to R. H. Whisker to fall bush on road-line as applied for, everything down at 30s per acre when passed by the Engineer and paid for when the Board is in funds.— Carried. Proposed by Mr Homer, seconded byMr Haythorne, That application be made for all thirds accruing from sections owned by petitioners in the Birmingham Block for metalling Kimbolton road from the cemetery northwards and that tenders be called to close at next meeting for the same, providing the money is in hand before calling tenders.— Carned. Proposed by Mr Reid, seconded by Mr Holden, That the Secretary apply to the Government for the £200 which has been set apart for a Punt at the LivingstoneVinegar Hill crossing and that the work be put in hand on receipt of the money and that the Secretary notify such intention to the Eangitikei Couuty Council.— Carried. In connection with this resolution a short discussion took place, Mr Tavlor and Mr Lucas considered the Rangitikei County Council were the body most interested and the matter would be best left for them to deal with. Mr Reid explained that the Rangitikei Council were not taking any action in the matter, they had merely replied to the Commissioner's request for information re cost of Punt, aud if the' matter was left as it stands at present there would be unnecessary delay. After this explanation the resolution m its amended form as above, was carried. ' Proposed by Mr Shannon, seconded by Mr Haythorne, That the Secretary b o m atruoted to write to Mr Schmidt requesting him to clear the road of timber fronting his seotwn, or the Board will do so and charge cost ol same to him.— CarriPrl Proposed by Air Shannon, seconded Mr Haythorne, That the Secretary take the necessary steps to have a poll taken m the Ongo Ward for a loan of £odoo — learned. Proposed by Mr Willinmson, seconded ~by Mr flayth me, That the Engineer call for tenders for supplyiug 200 yards of metal on Si.,clair's line and McKays line. —Carried. Proposed by Mr Shannon, seconded by Mr Williamson, That tenders be called for forming and metalling continuation Sinclaii's line on terms agreed upon last season. — Carried. Proposed Mr Shannon, seconded by Mr "Williamson, That this Board advertise with the Stab, Mercury, and Advocate, in the event of tenders bein£ advertised, 3 insertions he given to each paper. Proposed by Mr Eeid, as an amendment, seconded by Mr Lucas, That the advertising be done as hitherto in the Eangitikei Advocate and the Feeding Star, according to their scale of . -charges, submitted by them. ►• Mr Taylor said if three insertions were to be given to each of the three papers it Was very probable the advertisements ■would be continued the full time in each. The Board Would thus get more advertising for the same money. Mr Eeid : The advertisements with the Stab would would only have three insertions, whereas the other papers would lave six. Mr Lucas said it appeared that instead of curtailing advertising expenses they •were going to be increased. Mr Taylor explained his previous statement that each paper on receiving the advertisement for a limited number of insertions, "would not trouble to withdraw the insertion until the time was up. Mr Mills said if the advertising was given to one paper exclusively, it would mean that those who did not choose to take that paper would know nothing about 1 the Board's business. ;Mr Eeid brought up the question of •circulation and claimed an advantage for ■the Advocate in this matter. . Mr Taylor remarked that everyone had a right to live. Mr Lucas: We advertise in order to ,get our work done as reasonably as possible and this required it being made widely known. A large number of people in his district subscribed to the Palmerston papers. >■ Mr Williamson: It is a matter of •Opinion. - Mr Eeid : It was a matter of opinion -that the Mercury started at all. - The amendment was then put and four Voted for it. The, original motion was then put and 'five voted in its support, which the Chairman declared carried. Mr Taylor considered that advertisements required by .Government should be inserted in one paper only, which was •agreed to. Mr Williamson suggested the question •of which paper seould have them be left to the Chairman. Mr Eeid : That would mean the Mercury. Mr Taylor thought that preference •should be given to the local paper, the Stab, published in their town, and said it would perhaps be a big daily some day. Mr Lucas said he was be glad to see "the Stae was getting bigger. - Proposed by Mr Homer, seconded by Mr Eeid, That the tender of Younger and Laing for metalling the Kimbolton roa;l be accepted as follows : — No. 1; at 2s 8d per yard; No. 2, at 2s 6d; No. 3, at 2s lid; a part of No. 4, at 4s lid ; and No. •5, at 3s 6d Also, that of Dougherty at 11s per chain for the bridle track, and that the tender from Chas. Broom for £66 3s for the P.;hikikura road be also ac cepted. — Carried. - Proposed by Mr Homer, seconded by Mr Haythorne (pro JbrnmJ, That under ■sections 22 and 23 Government Loans ty -Local Bodies' Act, 1886, application be made for to be placed to the credit of the Apiti and Pemberton loans. — •Carried. The accounts for the month were passed for payment and the meeting adjourned until the 17th October.
