Manapouri touching tground near Cape Schanck found Captain Logan guilty of neglect, but taking into consideration his long servtce, together with the fact that he has resigned his position in the company, the Board decided only to suspend his certificate for a month. Captain Logan completely broke down on hearing the decision. Sydney, September 16. In their official report on the loss of the barque Ellen, the Board expresses the opinion that the vessel wjas dangerously leaky, under manned, and insufficiently provided with officers, that she was im* properly handled in the gale, and such irregularity and want of disciplene were the consequence of Incapacity of the officers through the effects of drink. The Board considers it was not prudent to send the barque to sea with such a heavy cargo, though the owner acted well within the law. September 17. The Commercial Banking Company. Joint Stock Bank, and Bank of N. S. Wales, have instructed their London repre sentatives to tender for a million of the loan. Admiral Scott denies- any court martial is being held on the cruiser Mildura There was merely a semi-enquiry, some of the stokers say they were abused likt dogs because they failed to keep stean up.
