The, ordinary meeting of this Board was held in the Board's office on Saturday,'the 15th inst. • Present— Messrs T. E. Taylor (chairman), Lucas, Holden, Beid, Homer, Mills, Haythorne, and Williamson. The minutes of the previous meeting were read and confirmed. ijOBEESPONDENCEr

Larsen, asking to have his name placed on the rate roll for Education Reserve. From A. Friederick and F. E. Pickering, re change of name on rate roll. From Rangitikei Printing and Publishing Company^ replying to a' letter re advertising and stating that they understood the Advocate charged 3s for the first insertion and Is 6d for each following one. They would insert as follows : Is 6d first insertion, Is for each following insertion, or they were willing to share with the Advocate. , - F,rom Advocate Office, declining to re--duce the terms ' of advertising for the ', Soard,' as "the terms were the same as those charged to private persons, and their books were open. to inspection to any member of the Board, to show that their circulation in the Board's district had not been materially affected by the Mercury. i - From H. Boggis and,others, requesting that balance of thirds be expended in forming culverts and drains on Terrace load. From Audit . Office, returning . the ' Board's balance-sheet for the year ending 31st March, 1891. From Property Tax Department, notifying having forwarded ' Voucher for sub sidy due to the Board, £62 10s. From Treasury, requesting payment of interest on amount" of debt owing by the JJoard, £313 3s. A list of lands alienated from the Crown during the months of May and June, in the Board's district. GENERAL. Proposed by Mi- Williamson, seconded by Mr Taylor, 'That the Clerk reply to Mr Richards and inform him that the Hoard will be prepared to accept tenders . for 'seed at a meeting to be held on the third Saturday in November for all available seed on road-lines. — Carried.

Proposed by Mr Lucas, second by Mr Taylor, That the resolution at a special meeting held on the 25th Juue, 1891, to make'bye-laws to regulate the weight to "be earned over the roads and bridges and to prevent the destroying of the roads in the Kiwitea Road Board district, be confirmed, and that the bye-laws as framed m conformity with such be adopted and nublished in terms of Subdivision 4 of Ese3o4,of "the County Act, 1888," A that they be made to take effect and come into force on the first of October, " log! as to the. spending of thirds on the Manga Mako road. The first road in question was not shown on. the maps of the district and the matter would have to be referred to the Survey Office to ascertain whether the said road was actually in existence. The deputation were informed that their request in reference to Manga Mako road would, on the petition being signed by all the settlers interested, to proceeded with as soon as the thirds were forthcomtng. Proposed by Mr Homer, seconded by Mr Haythorne, That tenders be called, to close at the next meeting, for the metalling of the Kitabolton Road from the southern bbundary of the Apiti block, such work to be let in such lots as the Engineer may think fit. - Carried. Proposed by Mr Reid, seconded by Mr Taylor, That the following tenders be accepted :— Sandon Block, Rangitikei Road East, George Elhsion, £101 os ; and W. McKee, £273; for the Kiwitea Tapual line.— -Carried. Proposed by Mr Haythorne, seconded by Mr Williamson, That tenders be invited from the Stak, the Advocate, and the Mercury, for the advertising of this Board, as resolved at the last meeting, tenders to state the price at per inch for advertising and to he opened_ at the next meeting of the Board. The' contract to be current till next May. Mr Haythorne : When we get these tenders, shall we giye all our advertising to the lowest tenderer. Mr Williamson : The lowest tender would naturally be accepted. We cannot go to another paper and pay double the amount. It would be perfectly ridiculous.
Mrßeid: The Stab does not circulate in my district. On the other hand, I think the action of the Advocate preve: its them from putting in any tender, so that practically you have taken the chance of tendering out of their hands. Mr Williamson : We have practically put the chance of tendering in their hands, as in the event of the Advocate and the Mercury not accepting the work it would go to the Star. Mrßeid: Another important question I is the circulation of the two papers. Would ' the Board be justified in taking away the advertising from a paper that has a large circulation, and giving the work to a paper with only a limited issue ? Mr Taylor : The Star guaranteed to circulate/ ten to one of any other paper in the district. Of course if we only advertised in the Star, the tenderers knowing the contracts were advertised in that paper only, they would buy the Star. Mr Haythorne : The owners of the Mercury have offered to do the work for . less money. Mr Eeid: I think, in the interests of the Board, we should do wrong in making any alteration. Mr Taylor said it had been a waste of money to pay for advertising in two papers. So long as the district was informed of the Board's proceedings that was all that, was necessary. Mr Williamson reckoned the Advocate's charges had been too high all along. Mr Lucas saw no harm in calling for tenders, and the question of circulation could be considered afterwards. Mr Beid proposed, as an amendment, seconded by Mr Holden, That this Board continue its advertising in the Advocate only, as hitherto. For the amlndment there voted Messrs Beid, Holden, Lucas and Homer'; for the proposition Messrs Taylor, Williamson, Mills, and Haythorne. Mr Taylor gave his (chairman's) vote in favor of the proposition, which was then declared carried. A large number of accounts were passed for payment and the meeting adjourned.
