Parliament will be opened on Thursday next. The question^ of the leadership of the Opposition has not yet been settled, -but Captain Russell is mentioned. A meeting of the party will probably be held on. . Thursday, when a definite decision will be come to. (per united press association.) Wellington; This Day. A new condition is to be inserted m - Government contracts providing that each tender must be accompanied by a declaration that the contractor will pay the current rate of wages for similar work in the locality, and recogmse eight hours as an ordinary day's labor.
