H. ,'Julbert, the sum of £10,000 as damages, for breach of promise of marriage was heard to-day. In his defence Mr Hulbert denied having made the promise, and successfully proved au alibi. He also alleged that the case was a deliberate uttempt to leyy blackmail The jury returned a yerdic'u forthe defeudant. April 21. The British, German, and French Governments refuse to recognise the closing of the Chilian ports. General Booth is appealing for funds in aid of the Army proper. Iv tho House of Commons to-day Mr Justin McCarthy's motion, that the name of Michael Davitt be added to the Royal Labour Commission, was discussed. Mr-W. H. Smith, on behalf of the Government, declared that Mr Davitt was iiot qualified to act as Commissioner, he having been conyicted on a charge of felony. I'abis, April 20. Two members of the English House of Commons, along with forty other persons, have been arrested at certain baths in Paris and detained on a charge of a grave character. Baron de Fava, Italian Minister, who was withdrawn from Washington, has arrived in this city. In the course of an interview to-day he stated that the Italian Government will not be represented at Washington until the New Orlean lynching affair is settled, Washington, April 20. In addressing Congress President Harrison said the United States were not content to allow European Powers to absorb the commence of the South American Republics, and intimated that i.he treaty recently entered into with the Brazilian Government would shortly be followed by similar ones with other republics. The Government, he announced, intended to grant contracts to mail ships, aud had determined that the American navy be mad 9 the best in tbe world.
