Kiwitea Road Board
The ordinary monthly meeting of the above Board was held on Saturday afternoon last. Present— Messrs Williamson, ■\.. . Lucas, Ward, Homer, Keid and Mills. k lv the absence of Mr Taylor (the chairman) Mr Lucas presided. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. Froni G. V. Shannon, re expenditure of thirds for making roads opposite Nancarrow's section. • From H. Bailey, re change of name on rate roll. From H". Danvers, re a.scheme to have Whare road made a dray road, and ask- •. ing what thirds were available. From W. Port, re rates on his property. . From W. Summers, on the same subject. . i From J. Bartholomew, re change o. name on rate roll. From J. Bull, on the same subject. From J. Stent, applying for a slaugtering'license. From J. N. Welford, with, account of for bushfelling. From A. H. From Property Tax Department, adyice of payment to Board's credit of £187, subsidy. From F. Clissold, asking the Board to make and metal 12 chains of road on section 10, Harbor Block. From O. Manz, asking for payment for bushfelling. From Listrict Land and Survey Office, 'stating that application for £100 for work on Kimbolton road had been passed for payment. From J. Phelps, applying for slaughtering license. From G. Hans en, re transfer of names on rate roll. From A. McKenzie, suggesting a price for making his formation on Kimbolton road 16 instead of 14 feet wide. From S. T. FitzHerbert, legal letter re right of road through Mr Bill's property. .Report of Engineer : — I beg to report that the heayy rains at the latter end of last week have done a considerable amount of damage in parts of the Kiwitea Road District. The embankment m the creek across the road near the southern boundary of the Ongo Ward is washed away level with the top of the pipes. I . -would recommend that a bridge be erected instead of the culvert. Mackay'siine: There are two culyerts washed out on this line and another considerably damaged. I would recommend a bridge to be put over the creek at Mr Buchanan's, and pipe culverts in other gullies. Pohangina Ward : A portion of the , southern approach to the bridge on the j Pohangina road is washed away, and there are some heavy slips on the Zigzag Tond. A number of the roads throughout the district are slightly damaged, but not of any consequence, most of which I . have had repaired, or are being done. I have never seen the small creeks so high since I have been in the district. Mr Becket waited on the Board re the "Whare road and the proposed expenditure • of the Government's £100 on the said road. He suggested that this amount would be comparatively useless, and sev- . eral persons with himself were prepared to advance £160 which, together with the thirds accruing, would be about £300, a sum sufficient to do the two miles of work required. [At this stage Mr Taylor arrived and took the chair. J Mr Beek'et was informed that in order to get the sanction of the Government he would have to get a petition signed by all the settlers concerned, which he promised to do by the next meeting. After the matter had been con versa : tionally discussed a resolution on the subject, which appears below, was passed, after which Mr Becket. withdrew. Proposed by Mr Williamson, seconded by Mr Taylor, That alternate tenders be * called for bridle track and cart road on 'Whare road, tenders to be in by next meeting. — Carried. Proposed by Mr Mills, seconded by Mr Taylor, That the name of John Law be placed on rate book in place of J. Bruce for. paddock known as Dalziel's at Cheltenham. — Carried. Proposed by Mr Keid, seconded by Mr Homer, That a slaughtering license be granted to George Phelps to slaughter on ' section 42, Sandon Small Farm Block. Proposed by Mr Lucas, seconded by Mr "Ward, That the Engineer get the piece of formation done as requested by Mr Clissold as far as Mr Clissold's fence. Proposed by Mr Lueses, seconded by Mr Heid, That the names of Messrs Armstrong, Graham, Bailey and Port be placed on roll as requested. — Carried. Proposed by Mr Ward, seconded by Mr Homer, That the Engineer call tenders for the erection of a bridge over creek at the entrance of the Ongo Ward, tenders to be in by March 9th. — Carried. Proponed by Mr Reid, seconded by Mr Lucas, That in the event of the proposed work in the Sandon Small Farm Block, being sanctioned by the Waste Lands Board that tenders be in for the same by . next meeting.— Carried. Proposed by Mr Williamson, seconded by Mr Taylor, That the Engineer be instructed to call tenders for bridge at •Buchanan's and McKay's line, the abutments to be concrete with timber decking and stringers ; tenders to be in : by March 9th; also that Messrs Taylor, : Williamson, Ward and the Engineer be appointed a committee to open such tenders,—Carried. • ! Proposed by Mr Mills; seconded by Mr , Taylor, That John Bartholomew's name "be put on the rate roll in place of James Bull as requested for sections 231-232. — Carried. Proposed by Mr Lucas, seconded by Mr Lucas, That the Secretary draw up by next meeting a report showing how the 1 sum of £3,587 lls sd. being money received by this Board between the years 1884 and 1890 from Government as rates from Crown and Native Lands outside the old Kiwitea district, have been expended.—Carried. Proposed by Mr Ward, seconded by Mr Williamson, That tenders be called, to be in by 9th March, for metalling cutting in Ongo Block along the frontage of Messrs " 'Williamson's, each ward, the Ongo and "Waituna, bearing half the cost; the amount not to exceed £90 for the present •year ; also that the thirds and rates accruing from the settlers who are willing • ; - : '"'- be spent oh the above work.— Carried. Proposed by Mr .Homer, seconded by •'" Mr Ward, That the offer of Chas. McKenzie to widen hi s present contract on Kimbolton road to 16 feet at 20s per chain be accepted.— Carried. ■'■."'. taken to obtain a transfer of same.— Carried. Proposed by Mr Homer, seconded by Mr Ward, That a renewed slaughtering license be granted to Mr Stenfc; that the name of Jacob Schlapleski he placed on the rate roll for section 63, Block XIII., in place of G. Hansan; and that the Engineer have the slips cleared oft the Terrace road at once.— Carried. Proposed by Mr Homer, seconded by Mr Ward, That the Engineer be instructed to complete Edward street so as to give Mr Cossey an outlet ; also that a portion of the Junction road be cleared at the expense of thirds, if approved by the Land Board.— Carried. The Chairman brought forward the matter of the two proposed roads, respectively, for connecting Kimbolton road with the Wanganui Harbor Board Block, viz. : the Cheltenham Cross road and Johnston's road above Cheltenham. After a conversational discussion it was agreed that the Chairman, two Wardens, and the Engineer meet at Cheltenham and make an inspection of the respective routes. Proposed by Mr Ward, seconded by Mr j Lucas, That application be made for the j thirds accruing up to date to be spent on the Tapua line.— Carried. Tenders were opened for works as advertised. Proposed by Mr Homer, seconded by Mr Williamson, That the following tenders be accepted for Kimbolton road — Contract No. 7, P. Devore, £214 ; No. 8, Schalpke, £170 ; No. 9, same, £228 10s ; No. 10, same, £159. — Carried. Proposed by Mr Beid, seconded by Mr Lucas, That the tenders for the various works in the Feilding Block be accepted, being £23, £37 and £37 respectively. — Carried. . •Proposed by Mr Homer, seconded by Mr Lucas, That an Inspector be employed under the Engineer to superintend the work in progress in various parts of the district. — Carried. Proposed by Mr Reid, seconded by Mr Mills, That tenders be called for collecting the dog tax in the Kiwi tea district for the current year, sheep and cattle dogs at 2s 6d and all other dogs 10s, tenders to be at per head for sheep and cattle dogs and all Others respectively, or by a lump sum for the lot.— Carried. Proposed by Mr Beid, seconded by Mr Mills, That the dog tax for the current year be for sheep and cattle dogs 2s 6d, and all others 10s each.— Carried. After passing accounts for payment the Board adjourned.
