Feilding Borough Council

The ordinary monthly meeting of the above was held on Thursday evening at the usual hour. Present — Mr Lethbridge (Mayor), Sandilands, S. J. Thompson, Haybittle, Goodbehere, W. Chamberlain, T. R. Chambelain, Rutherford, Watts. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. From Mrs Hastie, requesting the Council to make footpaths opposite the Feilding Hotel, Assembly Booms, &c., in terms of the Borough Bye-laws. From Secretary H, and C. A. Board, Wanganui, enclosing cheque for £16 for Charitable Aid. From the same, enclosing list of persons indebted to the Board for maintenance. Circular from the Sydenham Borough Council, re putting fire insurance under municipal control. — Ordered to lie on the table. Report of the Public Works Committee on Fergusson and Arnott streets. The report of the Finance Committee, recommending accounts for £55 18s 11d to be paid, was read. Proposed by Cr Rutherford, seconded by Cr S. J. Thompson, That the report of the Finance Committee be adopted. Before passing the resolution adopting the report of the Finance Committee, Cr Haybittle said he wished the Town Clerk would impress on persons having accounts with the Council the necessity for sending in their claims to the Clerk each month to prevent accounts running beyond the control of the Council. He explained an item in one account for lo.cks, and repairs to the same, on the pound enclosure. Cr Goodbehere thought the Council was not liable. The resolution was then put and carried. Proposed by Cr Sandilands, seconded by Cr Goodbehere, That the request of Mrs Hastie for making and kerbing footpaths be acceded to. — Carried. Proposed by Cr S. J. Thompson, seconded by Cr Haybittle, That Mr C. Hosking's account as presented be paid.— Carried. In proposing that the Public Works Committee's report be adopted, Mr Lethtridge, the Chairman, said a number of willows had been planted on the banks of the Kiwitea stream, and the Clerk of Works had suggested that the said willows should be fenced off in order to protect them from the cattle. The cost would be about £6 to Mr Heald's he thought it would be as well to let it go for a bit. The resolution was seconded by Cr Haybittle and carried. (Mr J. C. Thompson here took his seat at the Council table.) The Mayor brought under notice of the Council the condition of Mrs Robinson and her daughter, who were now lying seriously ill, and in urgent need of some charitable aid. Cr Sandilands thought that before the Council was called in to do anything the relatives ought to contribute something, as provided in the Statute. Cr Haybittle understood that Mrs Robinson owned property in the Borough. Cr Goodbehere said the amount of £80 a-year, which the Council was now paying for charitable aid, was too much in these prosperous times. Some of the women had husbands who should be made to contribute. The Mayor said the grants in aid had been reduced last month, and he would support a resolution to make a reduction now in special cases. A warrant had been taken out for one man but the police could not find him. Proposed by Cr Goodbehere, seconded by Cr Rutherford, That the rations allowed to Mrs Archer, Mrs Chapman and Mrs Evans, as charitable aid, be reduced one half from this date. — Carried. The Mayor read the revised schedule of poundage fees as prepared by the direction of the Council at their last meeting. Proposed by Gr Haybittle, seconded by Cr J. C. Thompson, That the report of the Pound Committee, and the scale of fees as amended, be adopted. — Carried. Cr Goobehere made a suggestion that the Poundkeeper's book should be put on the table of the Council at each meeting. The Mayor said he would ask the Poundkeeper to do this. Cr Sandilands thought that the South Street bridge should be protected by planting willows. The Clerk of Works said it would be done. In reply to Cr J. C. Thompson, the Mayor said the preventive works at the Kiwitea on the Kimbolton road had been finished, and all they wanted now was a flood to see if they would stand. The Council then adjourned.
