July 17. The Public Petitions Committee having: reported adversely on the petition of William Hanlon, lately a policeman, Mr Allen moved that the report he referred back, pointing out that at present police officers were paid retiring allowances on amuch higher scale than the constables were, A short discussion ensued, in the course of which the Minister of Justice said this was a large, question- which the House would do well to consider, with a. view of placing it on a satisfactory footing; generally. Motion carried. Ministers replying to questions, said : — The advisableness of granting a- bonusfor the production of paper fit for printers, and glazed paper, would be considered by the Government. " . The idea of a New Zealand Exhibition in London has been, abandoned, the cost having been found to be five or six tunes as much as was originally estimated. The importance of bringing in a measure to prevent- banks or other "financial institutions advancing money to their directors was recognised, but (the Minister for Education thought, events had given the people in this country such a lesson that legislation would not be necessary. The Government agreed, also, that banks and other financial institutions should hot be allowed to carry on other businesses, and would be glad to confer with Mr Larnach with a view to bringing in a Bill to deal with the matter. ' • ' If occasion arose the Government wpuld favourably consider names " Bubmitted" by Mr Taylor for appointment to the Legislative Council — Messrs Fulton, Cowan, W.D. Stewart, and T. Thompson, and Major Campbell. (Laughter.) The Government were disinclined to legalise the totalisator by introducing a. Bill to put a tax on it. His Excellency the Governor had addressed a despatch to the Secretary of State with a view to preventing the sale of British and Foreign meat as New Zealand frozen meat in the London market. The Government would also take all possible steps to prevent fraud of the kind. The evening sitting of the House was adjourned on the motion of Mr Mitchel son, seconded by Mr Ballance, m respect to the memory of the late Mr Turnbull, M.H.B. July 18. Mr Larnach read a letter from the Misses Macandrew, daughters of the late Mr James Macandrew/ expressing thanks for the allowances granted to them by the - House last session. Beplying to questions it was stated : — That the present Parliament would continue till the sth October. - ._ A large number of New Billi were introduced. • On the motion for going into committee of Supply, Mr Tanner moved an amendment, That in the opinion of this House it is undesirable that the general election, through the effluxion of time shall take place before the next census is taken,' and that the Government be requested to bring in a Bill to give effect to this resolution. . Mr Tanner's amendment was then put and lost by 64 to 6. , . The House then went into Committee of Supply for the consideration of the Estimates. . \. Ministers' secretaries.*— Mr McKenzie (Waihemo), moved, That the Clerk of the Executive Council and Secretary to the Cabinet be reduced from £500 to £450. — Captain Bussell hoped the Committee would pause before making this reduction. His opinion was that reductions of this kind would not save £2000 in the whole Estimates. — The reduction -was carried by 49 to 21. Mr Bhndes then moved a reduction of £5 in Messengers and office-keepers (£4300) : by way of a protest against the increases of the salaries. — Carried, by 31 to 30. Mr Fish moved to reduce the item bj £279, the amount of the increases. — Lost ty the casting vote of the chairman. The Electoral Department vote (£2700) was passed, and the House rose.
