An exemplification of the old proverb " The more hurry the less speed" has been given by the Representation Commissioners, who have made a | singular oversight. It appears that, in making their divisions they have omittdd to include the Kermadec and, Chatham Islands within the boundaries of any of the new electoral districts. Although the latter islands are shown on the map, tho Kermadees are omitted altogether. In this connection che Post says : — "The residents in the two groups are no doubt few, and they may not value: electoral privileges, very highly, but their 'i -views on the subject are not of much importance. Their exclusion from these privileges raises a really important consti: tutional question, for if the Commissioners have the right of disfranchising the'residents of any part of the colony by simply excluding their place of residence from any electoral district, there is no telling what might happen. They might some day or other exclude a county or counties, or towns or cities. We do not believe they have the power to exclude a single inch of the area of New Zealand, and if they have so excluded the Chatham and Kermadec Islands, their work, so far, must be regarded as invalid, and fresh descriptions must be gazetted and corrected maps issued."
