Wanganui Education Board

(Abridged from the Wanganui Herald «nd Chronicle.) " The usual monthly meeting of the above Education . *' Board "was held at Wanganui on Monday and Tuesday last. Present — Messrs Carson (chair), Sanson, Baker, Fry, N own an, Beckett and Boss. In -committee the following appointments were dealt with: — Palmerston North-: Mr Foster appointed assistant, resignation of Miss L. Nathan of Terrace End accepted, the Committee to be asked to recommend a pupil teacher ; Kimbolton road, Mr France's appointment 'was approved; Okaiawa : the Committee asked for the removal of the teacher, and it was resolved to give him the option •of resigning. Feeding: Patrick Eo.iche •appointed pupil teacher, the appointment ■of a cadet being left to the Executive; J&akino Road : James Mairno, to be ipttfKl teacher; Halcombe.: pupil teacher left to the Executive;. Wanganui. Boys,' ■resignation of Mr H. A Parkinson accepted, certificate granted, and applications invited by circular from male certificated teachers in the Board's employ. Mr Fry moved as he had given notice to alter the first sentence of Clause 36 of She Board's rules and- regulations be altered to read. " The Board will not employ a man and his wife in the same school." Seconded by Mr Bridge. The motion after discussion was put and lost. The Chairman declared Mr Hurley duly ' It was resolved, on the motion of Mr Notman, in connection with the, next elections, that envelopes specially marked "*' voting paper" be sent out with the nomination papers, and that chairmen of •committees be requested to use them in •returning the lists. The election for the vacancies is to take place on March 31st ' — voting papers to be in on the 29th. Mr Fry recommended that «. school be placed on the Ashurst Watershed Road, and the steps be taken for the election of =a Committee with a view to building a small school.— Report adopted. It was •also resolved to have a bond prepared to 'be signed by the settlers, who undertake to make up the teacher's salary to £100 a ; As the FoxtOn Committee's accountincluded an item of £1 17s 3d for jiioaic -and treat, it would nol be passed; as the 'balance shown in hand should be .£lB 8s ■6d, and requesting Mr Thynne to prepare ■a proper balance sheet showing the correct balance in hand. . Feilding: The Feilding Committee wrote respecting the purchase of a site adjoining the school for an addition to the playground. Referred to Mr Fry to in■qnire into. The Board's committee which had visited Feilding and inquired into the •complaints made by Mrs Lissaman against Mr Wilks, reported that they found that he had not treated Mrs Lissaman with the courtesy that a lady has the right to •expect from a gentleman, but that lie had on several occasions addressed her in such a manner as necessarily to cause strained relations to exist, and to weaker her influence in the school. On the other hand, * they found that Mrs Lissaman, who is -acknowledged by Mr Wilks to be a willing and capable teacher, was so excitable in temperament and voluble, in expression • ' that she, without apparently being aware •of it, wastes time, and thus exhausts the ■patience of the headmaster. They recommend that Mr VVilks be instructed in exexcising the oversight required by the Board over the work of his subordinates to treat them with due consideration and courtesy, and not on any account to address them in such a manner as to humiliate them before their scholars. — Recommendation adopted. Upper Taonui : Besolved to ask for an estimate for the gravelling and repairs asked for. Referred to the Executive Committee. • John Major : The Commit cc appointed 'to inquire into the matter of the examination of John Major, reported that they - had communication with the Central Department on the subject referred to them, and had received from Mr Habens, In-spector-General, the reply contained in ■the memo, of February 4th. In view thereof, the committee thought it inadvisable, at present, at any rate, to proceed »ny further in the matter. The memorandum from Mr Habens referred to was as follows : " I beg to refer you to section •5 of the regulations on the inspection of schools and standard of examinations. Under that section a teacher must present for examination every child on his school roll. The fact that a child w as until lately on the books of another school does not exempt or exclude the child from the operation of the roll. Report adopted. Sanson : Mr Thompson, of Bulls, wrote respecting his daughter's pay at Sanson ■ as junior assistant. Resolved to. refer him . to the letter of appointment. v Vacant sites : On the motion of Mr Beckett, it was resolyed that certain vacant school sites be put up to auction and leased. . . The Board then adjourned.
