Feilding Borough Council
The Borough Council met last night. Present— The Mayor (Mr Lethbridge), Councillors Watts, S. J. Thompson, Goodbeh'ere, Haybittle, Rutherford, and T. R. Chamberlain. The minutes of the last ordinary meeting and the statutory meeting for installation of Mayor were read and confirmed. CORRESPONDENCE. From Chapman and Fitzgerald, solicitors, for C. A. Kuapp, consenting to the Council making a cutting through section 97, Feilding. From F. Train, re sale of section to Council. From W. Reading, enclosing cheque for £3 for renewal of license for the Assembly Rooms. From the Property Tax Department, advising passing voucher for £87 2s lid and £106 4s 7d. From Inspector of Nuisances, reporting that the late rains had scoured the flaxmill ditches, also the bed of the Makino stream of all offensive matter. The Ponndkeeper's report showed that £5 18s 6d had been collected during the month. The report of the Finance Committee, which recommended accounts for £36 8s lid to be passed for payment, was adopted on the motion of Cr Haybittle, seconded by Cr S. J. Thompson. Mr "W. Bowler waited on the Council, complaining of a dead horse lying at the bottom of Manchester street. The Mayor said that the Council would see that something was done to remove the carcass. There was a conversational discussion re the cutting for the Makino stream near Warwick street, and the Mayor said he thoughtja committee should be appointed to meet the Foresters and discuss the question. Cr Haybittle was averse to spending money in merely protecting private property. Cr Goodbehere was of opinion, from what he had heard, that the Foresters' were disinclined to give any substantial assistance. Ultimately it was Proposed by Cr Goodbehere, seconded by Cr Rutherford, That the Mayor, Cr Haybittle and the mover be a committee to wait on the members of the Foresters' Lodge, or other owners, to ascertain if any arrangement can be come to with reference to a proposed cutting of the Makino stream, and do report at next meeting. — Carried. OUTSTANDING RATES. The Treasurer's report showed that of the general rates for 1889-90 there had been collected to September 30 £183 8s 8d ; since September 30, £81 0s 8d ; total, £264 9s 4d. Now outstanding £200 6s 2d. Proposed by Cr Goodbehere, seconded by Cr Rutherford, That all outstanding rates for the year 1889-90 be sued for. — Carried. DOGS. Cr Goodbehere spoke on the subject of the difficulty experienced in collecting -tins tax, and he would suggest that the amount be 5s per dog for the year. Proposed by Cr Goodbehere, seconded by Cr S. J. Thompson, That the registration fee on all dogs within the Feilding Borough for the ensuing year be five shillings each. — Carried. Proposed by Cr Goodbehere, seconded by Cr Watts, That the Town Clerk be instructed to obtain the necessary collars and badges, — Carried. Proposed by Cr Haybittle, seconded by Cr T. R. Chamberlain, That applications be called for the position of Dog Tax Collector. In speaking to the resolution Cr Haybittle said the Town Clerk could not get around among the people to find out who had dogs, and that was his reason for proposing the resolution that applications should be called. The Mayor said he was aware that some people outside would like to apply, but he thought the Town Clerk was not paid too much, however. Cr Goodbehere said the Town' Clerk could apply if he liked. The resolution was put and carried. ROADS. The Mayor said he would like the Coun.•il to authorise him to get the report of a nvernment Engineer on the Kiwitea ,sii.i-;-nn, which, he believed, could be done tiu'ii i.^ii Mr Macartlmr. He would also like iho Council to get the control of the roads alongside the railway handed over by the Commissioners the same as the Manchester Road Board was having done. Proposed by Cr Goodbehere, seconded by Cr Haybittle, that the Mayor be authorised to obtain from the Railway Commissioners legal control of the roads alongside the railway within the Borough, which are on the railway reserves, and tilso obtain an opinion from an outside engineer upon the Kiwitea stream. — Carried. THE BANGER. Cr Goodbehere said that a number of cattle were allowed to stray in the streets ab night, and several persons on the Kimboltqn road had complained to him. The Mayor suggested Cr Goodbehere shoul.l move a motion. Cr S. J. Thompson said he had heard the Ranger was not doing his duty. Cr Watts corroborated. Proposed by Cr Goodbehere, seconded by Cr Rutherford, That the Town Clerk write to the Ranger and inform him that complaints have been made that the streets are not kept as clear from cattle as they should be, and ask him for an explanation. — Carried. • Proposed by Cr Goodbehere, seconded by Cr Watts, That the paddock belonging to the Borough Council in Derby street be made secure and utilised as a pound paddock. — Carried. THE MAKINO BRIDGE. The Mayor said one of the bridges on the Makino road was in an unsatisfactory condition, and suggested certain repairs. The Clerk of Works explained what was necessary. This was all the business and the Council adjourned.
