JWe notice that several of our contemporaries, when writing on the subject of the rates now charged for the carriage of newspapers by the Eailway Commissioners, use rather a melancholy,, tone,, and more than hint that this uew tax may have' the "effect of crippling the resources of newspaper proprietors. This is ali buukurn. Any newspaper which is weak enough to be "seriously effected!' by anything the "Commissioners" cau do, is uot fit to live. J ■
