JWe notice that several of our contemporaries, when writing on the subject of the rates now charged for the carriage of newspapers by the Eailway Commissioners, use rather a melancholy,, tone,, and more than hint that this uew tax may have' the "effect of crippling the resources of newspaper proprietors.
