We understand that the reason of the Defence Department refusing to endorse the election of Privates Johnston and Turner to the vacant lieutenancies in the Wanganui City Rifles was the Government have decided not to appoint officers to a corps unless there iB already au officer commanding. The Manchester Rifles paraded last night, Lieut. Kirton in command. The men were instructed in musketry by Sergt. -Major Macmillan.' Owing the small attendance the election of a Medical Officer did not take place. The next parade will be hold on Friday, the 6th December, when Colonel Stapp will be present.
