French papers, referring to the establishment of the commune of Franceville, in the New Hebredes, deny that the movement indicates any design on the part of France to annex the islands. The returns of 153 second ballots have been received, showing that 108 Republicans were elected and 45 Oppositionists, including 12 Royalists. Paris returned 22 Republicans and 14 Boulangerists. Julias Thomas, " The Vagabond," who has recently returned from Samoa, in one of his letters on the condition of the natives there, accuses an interested individual of stopping the flow of charity from New Zealand and Australia to Samoa.
