Kiwitea Road Board
The ordinary monthly meeting of this board was held on Saturday last. Present — Messrs Taylor (chairman), Lucas, Mills, P. Reid, Homer, Williamson, Shannon, and G. Bead. The minutes of the last meeting were read and confirmed. CORRESPONDENCE, From J. Shapliska, applying for an extension of time for completion of his contract. From Secretary to Treasury, applying for i£ll3 13s 4d, being interest on loans. From Surveyor-General re expenditure of Native rates. From A. Rose, applying for permission to fell bush on road line in the Pemberton Settlement. From J. Henely, applying that his name be placed on the roll for section 5, Foxton Block. From Commissioner of Crown Lands, refusing to agree to the proposed expenditure of thirds, Foxton Block. From Chief Surveyor, re Apiti track progress payment. From Treasury, with voucher for i=3oo, being extra 10 per cent, on loan of .£3OOO for Pohangina. From B: Poole, re expenditure of thirds, Foxton Block. From S. Hartly, applying that the name of H. Jones be placed of the roll for section 65, Block IX., Pohangina. From J. E. Anderson, asking that his rates be expended on making a track to his run. From Colonial Secretary, acknowledging receipt of copy of special order re striking special rate, and stated that same had been gazetted ■ ! From Commissioner of Crown Lands, stating he could not supply tracings oi | land sold by Government in the Kiwitea Eoad District. From C. Stent, asking for permission to fell bush on the road line in the Sandor Block. ( From Mr Bruce, M.H.8., re amending the Act to facilitate local bodies in obtain' p ing loans on thirds from the Government and stating that the Minister of Lands intends introducing an amending measure in the direction suggested.* i From J. G. Shannon as a member. r The Chairman also read a reply to thi same, stating that it was not a questioi for the Board to decide. Mr Williamson referred very strongly J to a letter in the Advocate from a Wes j Waitapu settler, and pointing out the in j accuracies contained in the letter, and hi f was of opinion that the names of the set * tiers who are objecting to Mr Shannon' election should be given. " Proposed by Mr Eeid, seconded by M ' Lucas, That the applicants for felling busl ' on road lines be allowed to do so on thi Board's usual terms, and that all totari . trees be left standing, and that such totari trees be used not for other than road pur . J.039S. — Carried. 1 Eesolved, That the alterations be madi r on the rate roll as requested. 3 Re Mr Marchant's objection to propose* * expenditure of thirds in the Foxton Block [ Mr Lucas proposed, and Mr Reid seconded ' That the Clerk write to Mr Hughey, an< ) inform him of Mr Marchant's decision and also that other ratepayers are object ing. — Carried. ! Proposed by Mr Lucas, seconded by Mi 1 Homer, That Mr Jensen be informed tha ' as the permission of the Board was no ; obtained before the bush was felled, thi ' Board is not liable for same. — Carried. Proposed by Mr Homer, and seconded i by Mr Reid, That the clerk write to Mi : Mr Howe, offering the land between th< original road and the proposed road at i ! nominal figure, he paying transfer, anc ; getting permission from the Commissionej i of Crown Lands. — Carried. ; The tender of F. Gerke for clearing the i Birmingham cemetery, as let by Messri : Taylor and Haythorne, was accepted, anc that of Younger and Laing for metalling ; continuation of the Taonui road, at Is 8c per yard. Mr Lucas brought forward a suggestior ' that the debentures under the old RoadE and Bridges Construction Act should b« converted to the Government Loans tc Local Bodies. He pointed out that ai present they were paying JE3I2 per annum, of which payments they had about ten more to make; whereas, if converted, they would only have to pay i>lso, and with the difference they could, if necessary, borrow a further sum of £3,000. Mr Taylor agreed with Mr LucaS that it was desirous that the debentures should be converted. Mr Williamson considered it would be wiser to let the debentures run on at present. The matter had been gone into fully when the Act first came into, force, and they had come to the determination that it was better to leave them as they were. After some further discussion the matter was withdrawn, and notice of motion given for the subject to be considered at the next meeting. Proposed by Mr Homer, seconded by Mr Lucas, That the clerk write to Mr d'Anvers, informing him that a track must be kept open. — Carried. Proposed by Mr Lucas, seconded by Mr P. Reid, That application be made for Feilding Small Farm thirds. — Carried. Mr Mills asked for something to be done to the Cheltenham Cross road. The Engineer wae instructed to see into the matter. The ordinary accounts were passed fer payment, and the Board adjourned till Saturday 17th August.
