The ex-soldier Perrin, who fired a blank cartridge at the President while he was leaying the Elysee at Versailles on Sunday was found to be insann, and has been placed under restraint. The President has sent money to the man's family and Madame Carnot is pleading for the man's liberation.

Owing to the strikes in Westphalia, Krupp's works at Essen have been compelled to suspend work for want of coal. Thirty colUerieß m Westphalia are lying idle, the -miners haying goue on strike. During an encounter between the troopß and the strikers eight of the latter wore killed or wounded.
