Manchester Road Board

Saturday, May 4, 1889. The newly elected Board met on Saturday last, viz., Messrs Reeve, Pearce, Macarthur, Lethbridge, and Wheeler. Mr Prvce-Jones was not present. Mr C. Bray, the Clerk to the Board, presided. It was proposed by Mr Reeve, seconded by Mr Pearce, That Mr Macarthur be elected chairman. The motion was put and carried, Mr Wheeler voting against. Mr Macarthur then took the chair. He said he hoped the proceedings of the Board would be more harmonious during the coming year than they had been during the time Mr Bull had occupied the chair. The action of the ratepayers of No. 5 ward in rejecting Mr Bull, was an ample endorsement of the action he (Mr Macarthur) had taken in the past in connection with the policy of the previous chairman. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. From Returning Officer giving results of elections. From Mrs John Derby, asking the name , of J. H. Towers to be put on rate book for section 29 sub. div, 18. From Wanganui Sash and door Company, re consignment of material. From John Cotter enclosing cheque for £6 4s 9d. From J. H. Fry (2), asking the names of John Bruce, and W. F. Elkington be put on the rate book for sections 18 and 46 respectively. From Treasury, re i>4ooo loan. From W. Armstrong, requesting the name of Robert Brown be put on the rate book for part of section 14 K. From Secretary Hospital and Charitable Aid Board, enclosing cheque for £25 4s for Charitable Aid. From the same, stating value of rateable property of the Board was £461,554 and the amounts levied £34 12s 6d for Hospital, and £57 13s lid for Charitable Aid. From Colonists Land and Loan Corporation, asking tl c name of T. F. Reeve to be put on rate book for section 52 Ashurst. From H. Pryce- Jones, re Pashke's case. From District Survey Office, enclosing plans and tracings of the road from Makino. From W. Blaskett, saying he was willing to act as roadman for No. 6 ward. From W. Akers, re approach to his property at Ashurst. From New Zealand Exhibition Secretary, stating Mr Bray had been appointed a member of the Palmerston Local Committee. From Rangitikei County Council, in connection with contract for cylinders for Onepuhi bridge. From General Survey Office, re Cheltenham Cross road, asking what proporportion of the cost the Board would be willing to contribute. From Treasury, advising payment of £1 Oa 7d as rates on Crown Lands. From August Wischnowsky, asking name of H. P. Petersen to be put on rate book for section 34. Proposed by Mr Reeve, seconded by Mr Lethbridge, That a cutting be made into the river Pohangina as required by Mr Akers, providing Mr Akers will agree to indemnify the Board from any claim for damage resulting from the cutting or action of the river thrown on the adjoining banks. — Carried. Proposed by Mr Reeve, seconded by Mr Wheeler, That the name of J. H. Towers be placed on the rate book in place of J. Derby lor Bection 29, sub-divi-sion H. J. Bruce for that of J. H. Fry for section 18 sub-division D. Robert Brown for that of W. Armstrong for section part 14 K. T. F. Reeve for J. Reeve section 52, Ashurst. H. P. Peterson for i A. Wischnowski for section 34, Makura road. — Carried,

Proposed by Mr Reeve, seconded by Mr Wheeler, That the Engineer call tenders for the cutting an approach to Mr Aker's property. Tenders to be in by 18th May and to be dealt with by the chairman and clerk. — Carried.

Proposed by Mr Reeve, seconded by Mr Lethbridsre, That this Board thinks onefifth cost of maintenance would be a fair proportion for the Board to pay foe the Cheltenham Cross road. — Carried.

Mr Bezar waited on the Board about that part of the Bunnythorpe-Ashurst road which was yet unformed. He wished something could be done at present.

The chairman said they were prevented by a resolution of the Board from spending any money on that road. Proposed by Mr Wheeler, seconded by Mr Beeve, That an approach be made to Messrs Cobb and Brown's properties in the terms of their letter read at the last meeting. — Carried. Tenders for Reid's Line (90 chains). — B. Poole, £3 7s 6d per chain ; W. J. Little, £3 6b 6d per chain ; Shearin and Co., £315 U 4d ; James McColl, £811 10 a 6d; Younger and Laing, £298; James Healy and Cole, £353 10s. Proposed by Mr Beeve, seconded by Mr Lethbridge, That the tender of Messrs Younger and Laing be accepted. — Carried.

Accounts for .£262 10b were passed for payment. The chairman said the annual meeting of ratepayers must be called for the first week in May. It was decided to hold the meeting on Tuesday (to-day) at 10 a.m.

The Engineer reported a cottage was built on the road at Halcombe. He also reported that Smith's fence was encroaching on the Tikorangi road. As neither of these impeded the traffic it -was decided no action be taken.
