Feilding Borough Council
Thursday, May 2, 1889. The ordinary meeting was held as above* Present — Dr Monckton (Mayor), Council' lors T. R. Chamberlain, W. E. Chamberlain, E. Goodbehere, W. <x. Haybittle, H. Rutherford, G. W. Fowles, and Fairfield Thompson. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. From Secretary Hospital and Charitable Aid Board, Wangantri, giving scale' of rations for adults and children. From same, stating the value of Feilding Borough for rating purposes is i»148,---728, and the amount levied is £11 6s for Hospital, and £18 12s for Charitable Aid purposes, payment to be made on May 1. From the same, hfrwflmg cheque for £10 for Charitable Aid, and promising to send one for a larger amount at an eai y date. # From the Banger asking- permission to ' run his horse in the Borough pound paddock at night. The monthly return of the Poundkeeper was read and £2 18s 6d was handed in. Return of amount of flax cut in the Borough by Gichard and Co. Report of the Finance Committee was read, and accounts amoun sag to £19 Is 5d passed for payment. The schedule of accounts for public works, £41 15s lOd, passed for payment. The following is the chairman's report : — , "The Council will perceive by the schedule that Fitzroy street, and a piece known as the Railway line has been metalled in accordance with their wish, your committee draws attention to tEe very excellent manner in. which the con' tractor, Mr Bowler (junr.j, performed his work. In Root's street a day or two's work to clear out a branch of the Makino from fallen wood, will necessitate two men being employed, and the ditch the. upper side of the Eiwitea will require brushing out. . Simon street has been in- ■. spected and shows that simple formation without metalling will be sufficient. Your committee also recommend that Fergusson street shall be metalled by the metal contractor and spread by the roadman, A considerable amount of metal will be required for various places in Makino road, all other matters will be seen in the Clerk of Works report. . . F. A. Monckton, Chairman." CLERK OF WOBKS. "I beg to report that during the past month the metalling contracts for Fitzroy street and Railway Line road have been completed by R. Bowler (junr.) The roadman has been engaged in putting Fergusson street in order; repairing a number of bridges and culverts in the Borough, clearing out drains and maintenance generally. Several culverts in the outskirts of the town are getting very rotten and will soon require renewal, as also the planking on two or three of the bridges. " Tenders have been invited for filling in the approaches to the Warwick street bridge. In connection with this matter I recommend that a groin or log crate be constructed on the west side of the stream some little distance above the bridge. G. C. Hill, C.E., Clerk of Works." Cr Goodbehere would object to the Ranger putting his horse in the Borough paddock. Cr Fowles said his sentiments were the same exactly. Proposed by Or Goodbehere, seconded by Cr Fowles, That the application of Foster to put bis horse in the pound paddock be not allowed. — Carried, rations. . The Mayor thought the twj scales, of rations which were read to the Council ought to be thought over and considered very carefully by Councillors before tiiey adopted either of them. He suggested the discussion of the subject be postponed until next meeting. — Suggestion adoptect Cr Haybittle said it would be a good thing for the Councillors also to consider the advisableness of calling for tenders for the supply of the rations, ; The papers were ordered to lie on the table and the lists placed in the hands of the Prese. . Proposed by Cr Goodbehere, seconded by Cr Haybittle, That the matter of the rations and calling for tenders be held over to next meeting. — Carried, ; , Proposed by Cr Monckton, seconded by Cr Haybittle, That the sum of £29 18s be remitted to the Hospital and Charitable Aid Board, Wanganui. — Carried. o^. POUNDKEEPER'S REPORT. The Mayor said he had been asked by a person in the street about th© charges made for advertising by the poundkeeper. He (the Mayor) had replied the provisions of the Impounding Act would be strictly followed. He had promised to look further into the matter and would do so as soon as conveniently possible. Cr Goodbehere wanted to know how the cost of advertising was apportioned. He had observed when two or three horses were advertised as impounded they were done separately instead of all together. The Mayor said he would look into, the matter carefully and if there was anything amiss he would report it to the. Conncil with the view of its rectification. There was some discussion re formation &c, of Simon street. . The Town Clerk gave some information as to the probable cost, viz., £6 to £8. Proposed by Cr Haybittle, seconded by Cr T. R. Chamberlain, That tenders be called for the formation of Simon street. — Carried. FERGUSSON STREET. The Mayor said about 40 loads of metal would do for Fergusson street. The flax-, mill was about to be removed and the traffic would be lessened. He . further said he had heard the proprietors had sold out, therefore he had applied for a settlement under the flax contract, which the Town Clerk would get. He had taken legal advice as to the position of the Council (which he duly explained). He undertook — with the consent of the Council — to see that the interests of the Borough were proteoted in the matter of cutting flax. Cr Goodbehere said he would suggest the Public Works Committee examine the flax in the Borough, and calculate the amount of it. The Mayor said that would be an onerous task somewhat expensive to under* take. Cr Goodbehere considered the arrangement with the contractors unsatisfactory. He considered bondsmen should be taken from them. The Mayor said a clause insuring a certain amount of flax being cut each month, would meet the difficulty^ Cr Haybittle said he considered the way the contract was let was unbusinesslike. Cr Fowles considered a deposit should be taken to. cover the coßt of one month* flax. Cr F. Thompson— Three months. EARTHENWARE PIPES FOR CULVERTS. Proposed.by Cr F. matter should be gone carefully into before making any decision. The makers of the pipes had agents in Palmerston through whom the Borough could get any sizes they wanted. The Mayor was in favor of substituting the pipes for timber, but it was a question of ways and means. If the mover of the resolution liked to withdraw it, he (the Mayor) would obtain all possible information which might be required. Cr F. Thompson said in the Clerk of Works' report certain culverts were applied for, and he did not think the Borough need not be dilatory in getting pipes seeing other Boards were putting them down. Cr Butherford said the earthenware pipes might be more costly, but it would be a better plan to get pipes instead of going to' the expense of repairing with ■wood. A general discussion then followed. <3r Haybittle suggested the Clerk of Works should make an estimate of the culverts which will require repairing within a certain period. ;The Mayor said the examination of culverts would take some little time. He would be inclined to support the resolution if the word "all" was altered to "" some." Cr F. Thompson reminded the Council that the Town Clerk had already reported certain culverts were rotten and would have to be replaced at once. AN AMENDMENT. Proposed by Cr E. Goodbehere, seconded by Cr W. Or. Haybittle, That the Clerk of Works prepare a statement of ■cul verts out of repair with sizes attached, such statement to be laid before the Council at the next meeting. Cr F. Thompson made the alteration in his resolution as suggested by the Mayor. - ' The -amendment was then put and carried. It was pointed out it was hardly *.n amendment. bye law 99. ' Cr Goodbehere asked if license fees had been collected from travelling theatrical companies. The Town Clerk said the bye law had teen decided to be nttra vires therefore no fees had been collected. He further said the Constable had spoken to him on the Bye law re chimneys on fire, and informed him the R.M. had decided a conviction could not be obtained under the Bye law in its pres3nt form. TENDERS. Approaches to Warwick street bridge. — G. S. Smith, J£'l2 10s 6d ; Younger and laing, £17 15s ; Joseph Belfit, £11 18. The tender of Joseph JJcIHt was accepted on the motion of Cr Haybittle, seconded by Cr Rutherford. . Cr Fowles asked if anything had been done to the drain in Queen street. The Town Clerk said Cue drain was now clean and in good condition, Cr F. Thompson drew the attention of •the Council to the way the water was backed up in Simon street. The Mayor said that would be rectified shortly by the work now about to be undertaken in that street. This jvas all the business and the Council adjourned.
