Kiwitea Road Board
The ordinary meeting of the board was held an Saturday. I'resent — Messrs Taylor (chairman), Williamson, Lucas, Haythorne, and Mills. The minutes of last ordinary meeting were read and confirmed. The following correspondence was read : — From Secretary to the Treasury, acknowledging receipt of application for loan of £400, for Feildingßlock, which had been approved, subject to provisions of the Act being carried out. From Commission of Grown Lands stating he could not approve of proposals for expenditure of thirds in respect of West Waitapu Block. From same disapproving of thirds in Birmingham Block From J. Henley, asking the board to expend thirds in the Foxton Block. From Mrs Cooper, stating that if any trees from her section <vere over hanging the road the lessee would have them removed. From F. Pope, agreeing to fall a strip of bush, 2 chains wide, on road line. From F. Perry, agreeing to do the same, if the board will remove all the trees that fall on the road. From Property Tax Commissioner, stating that a voucher had been passed for payment ef Crown Land rates. From W. Elkington re removal of gravel from the road. From the Treasury, stating that when the extra special rate was gazetted on the whole loan of L 3.300, the Colonial Treas« urer would grant the Loan £300 now applied for. From General Survey Office, ttating that it was proposed to vest the Cheltenham Cross-road in the Kiwi tea board with power to collect one third cost of maintaining same. From Hugh Graham Shannon, applyto have his name inserted on the roll for 230 acres in West Waitapu, in place of G. V. Shannou's. From W. G. Haybittle, asking for permission to erect a fence on the roadlme fronting section 69, Pohangina. From W. Phyn, applying for payment of his account for making the ford at the upper Kiwitsa. He Mr Haybittle's letter : Mr Lucas ex~ plaiued that there was a siding on the road, and Mr Haybittle wanted to put the fence on top to prevent cattle, and other traffic going down, and would benefit the road. It waa considered that the board had no power to grant the request. The letter was held over. A deputation from the Pern barton Special Settlement waited on the board, and asked if they could apply for their thirds, and have it then spent on roads specified. It was resolved that application be made for the thirds. With regard to the action takeu by the Commissioner it was decided to hold the matter over till after the next elections. Besolved— That the name of G. V. Shannon be altered to that of H. 3k Shannon for a part of a section, block XVI., Waitapu. Proposed by Mr Lucas, seconded by Mr Mills, " That this board is of opinion that the one-third of the cost of maintaining the Cheltenham cross-road to be paid by the Manchester Board is insufficient. The following are the reasons . — lst: That the road annually leavca the ward in which it is situated about one hundred pounds in debt over its income for maintenance. 2ndly. — That it was not only the few sections fronting on to the boundary road that are only to be taken into consideration, as it is a road opening up a large extent of country, and used by, and of considerable benefit to the whole community. 3rdly. — That this board not wishing to put the Government to any further trouble in this matter, will accept the conditions as laid down by them provided they make the third payable to this board by the Manchester Board retrospective. ' ' — Carried. Mr Lucas brought up the question of Crown Lands rates, and asked that the portion of rates, raised in his ward, Ll5O bo spent in the ward. The Chairman strongly opposed the request, as he held that the Crown land rates were specially appropriated by the board for payment of gthe loan debentures. After some discussion, the matter was dropped. Proposed by Mr Lucas, seconded by Mr Haythorne, " That in accordance with special order, a special rate of one penny and five-sixteenths of a penny be hereby made on the whole of the rateable property as appearing in the valuation roll of the Wanganui Harbour Board Block, and the special rate previously made be hereby rescinded. ' ' — Carried. Tenders were then opened for the Apiti and Oroua Valley roads. There were eight tenders, of which the following were accepted : — Apiti road widening —D. McKenzie, £1 4/3 ; culverts, £1 each. Bushfelling and clearing Apiti road — J. Shapliska, £2 14/- per chain. Oroua Valley road — Younger and Laing, £2 per chain. Eesolved, •' That all defaulting ratepayers be sued at the next sitting of the E.M. Court at Feilding,
