Negotiations are already proceeding in connection with the next election for the seat, aud Sir Charles Dilke, formerly member for Chelsea, has received a requisition from the Liberal committee-of the district, asking him to contest the ( seat. Sir Charles, howevor, replied that he was compelled to decline the requisition in respect to that and all other seats at present, as his time was fully occupied in preparing for press a great work on the British Empire. In the HoU3e of Commons to-day a Bill introduced by Daniel Coilly, M.P. for Mayo, dealing with the arrears for rent m Ireland, and proyiding for further protection of the improvements made by tenants, was rejected'by a majority of one.
