ARTESIAN WELLS.
TO THE EDITOR OF THE STAR.
Sib, — I see that according to a resolution passed at the meeting at the Court House on Thursday last, with regard to artesian wells, that it is intended to ask the Borough Council to make the ordinary rate fifteen pence instead of one shilling, for the purpose of driving or boring for a flow of water. As I consider this a speculative and therefore a special matter, it appears to me the Council has no power to spend any portion of the general rate for such a purpose. The Municipal Act states that general rates shall only be levied for general purposes, and as well sinking is purely a speculative one, I contend that any money used for such a purpose can only be raised as a special rate by first taking a vote of the ratepayers. — I am, &c., A Ratepayer.
