The draft of the new volunteer regulations has beea revised by the Defence Minister, and is now in the printers' hands, preparatory to final adoption. The Manchester Rifles held their usual annual master last night, when all armt and accoutrements on issue to the Go* vernment were inspected. The members were all present or accounted for except three, who were aa usual fined.
