A German named Ludwig was arrested on suspicion, on September 14, of being the perpetrator of the recent Whitechapel murders. He had threatened a fallen woman in Whitechapel with a long knife. In his pocket were found a razor and a pair of scissors. He cannot speak English, and had onlj* b^en in the couutry three months. Another arrest was made on the 18th.
