The Sultan has signed a document granting valuable concessions to the British East African Association. New York, October 14. It bas been elicited that the driver of one of tbe excursion trains which colided in Fennsylvannia on the 1 lth was asleep at the time of the accident. It is alleged that this, official was completely exhausted ; owing to excessive duty.
