The sentence of death passed on Robert Hewart, for the murder of a fellow prisoner in the police cell, was carried out today. The condemned man protested his innocence to the last. It is announced that his Excellency Lord Carrington will not leare New South Wales until his term as Governor expires. Bbisbank, September 12. Mr W. McGregor, Special Commissioner for New G-uinea, has proclaimed the sovereignty of Her Majesty the Queen over British New Guinea. The Financial Statement shows a deficit of £19>>,000 last yenr. During the last three years the deficit has amounted in all to £600.000. and the total debt is now £27,000,000. The Treasurer does not look witU favour on a land and inn come tax, but proposes to entirely repeal the old tariff' and remodel it on a protection basis. The ad valorem duties will be increased from 7\ per cent, to 15 per cent. In order to foster the farming industry, duties on dairy and garden produce will be increased. Vernon, one of the quartermasters on board, was arrested on a charge of attempting to drown the harbour-master at the Bluff, on the morning of the steamer's departure. An increase of the import duty on oath and barley from 2s to 3s per cental was agreed to, but the proposal to increase the stock tax was negatived by one.
