Manchester Road District PUBLIC MEETING.
A meeting of ratepayers of No. 2 Ward of the Manchester Road Ditf- " tnct wa» held' at the school-lib^ae r Halcoaibe, yesterday afternoon, ' r fd£ the purpose of discussing the Board's •proposal to raise loans under*' Eher ; Government Loans to Local Bodies^ Act, 1886," to the amount of £1,400; . to complete the construction of certain works in said ward, and for payment ~T of interest on same, to levy a special •'■' rate of seven-sixteenths of a penny in ; the £ on tbe whole of the rateable value of the rateable property, within the ward, Crown and "Native Lands occupied by Native owners: excepted. • There was a pretty fair attendance, _- considering the hour — four o'clock— v and . the stormy weather which pro- - - vailed, from' thirty to forty persons ■':•' being present, including one lady. : ■ V■• ; M^: Pryce-Jonesy the member for the ward, presided, and explained the object of the meeting. He said the ■ carrying out of tbe proposals was the ' r only way in which, f untie i could be ! , raised for constructing the works ' •' which they all felt to be so urgently . needed. - ' " Mr Harris proposed an. adjourn- > ment on account of the extraordinary hour of holding the meetings Which made it inconvenient for 'many 'tor r '. attend. , ' ..:■■■-'■ ,^. *?.i^y.i It was explained by the Ciiairniati^ ; that it could make no difference as in"' \ any case a poll would have to; be taken. * I It would be a great expense to adjourai . ' it, and there -were many who would, 1 not be able to attend even if held in - \ the evening. "■ ' . : It was formally proposed andseer onded, That the meeting' be adjotirned> ' This was discussed. •i ; v ; ;iuY- :^ r: ; In reply to the Chairman, Mr ßrayy :J; t the Clerk to the Board, expkined that : i if adjourned, the whole matter #oul& » have to be gone over again by the : - Board, and that according to the ActV * the Chairman could rule that a poll ; * be taken even without the sanction of-'- --* the meeting. He further suggested" that it was .a fairly- representative meeting, and nothing could : be gained k by adjournment. - ; i-' - The motion for adjournment was- ' dropped, and the chairman read the" s tohedule of the works- proposed .tob» l done out of the loans, as already pub-; ' hshed in Marton. Mr White. ; vv ' ;^ The Chairman said this proposition amounted to a negative, and bY ruled ' it out of order. . - r A short desultory diseussxm was • held on the details of the works, and t.he Chairman asked for a show of bands for and against tber^loansu : " Nine hands were held up iii favor and ;-, c ten against. .; o.vi:' c The Chairman notified that a poll ■ - of the ratepayers would be taken in i accordance with the Act within ten ■ n days from that date. - J- : _ On the motiou of Mr Hartisy a vote>of thanks was accorded, :to tb© -=Ghair- "• ■- man, and this concludo&the meeting.
