Manchester Road Board

The ordinary monthly meeting of the above was held on Saturday afternoon last. Present — Messrs Bull (chairman), Reeve, Wheeler, PryceJones. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE. Telegram W. Basket, stating that the end of a culvert on the Palmerston road was broken. Manawatu Road Board, asking for names of occupiers on section No. 55 Bunnythorpe. The same, re Bunnythorpe-Feiiding road, stating the Board had no objection to it being proclaimed a boundary road, but could not consent to the management being vested in the Manchester Road Board until it has been constructed. From C. Thom, re the Waituna Valley road, objecting to its being made a chain wide. From Wanganui Sash and Door Company, re their stock of drain pipes, &c. Front Alex. Bell, giving notice section 67, Junction road, had lately been purchased by him. From W. S. Bailey and Walter Bailey, asking the name of A. Goldfinch to be put on the rate book for sections 6, 7, and 8. From A. Gower, notifying he had transferred sections 82, 83, and 84 to S. Clare. From James Patterson, transferring section 21 to J. Jarvis and P. Taylor. From T. Price, stating he had leased section 40 to F. R. Linton. From J. P. Jensen, asking his name to be put on roll instead of R. W. Holmes. Telegram from Secretary Treasury, advising payment of £328 to credit of Board. From Property Tax Commissioner, enclosing form of declaration. Crown Lands office, circular No. 134, re Dairy Expert. Secretary to Treasury, requiring the Board to pay £405 19s 1d, interest for half year on £16,238 2s 7d. The same, re expenses of elections in the county of Oroua. The same, re cancelled debentures. Secretary Treasury, acknowledging receipt of £15 19s, election expenses in Oroua county. From P. J. Bartholomew, asking permission to fall roadline between section 5 and 6, sub. D. From S. Goodbehere, solicitor, re lease of Lower Gorge Ferry Reserve. From same, re ejectment of trespassers from plantation reserve. Petition from residents and workmen in and about the Gorge, drawing attention to nuisance caused by Mr O'Driscoll's pigs, which are allowed to run at large, and do a lot of damage to road and ditches. Petition from ratepayers of No. 5 ward, asking the Board to apply for a loan to make certain roads within their ward. From Mr Cotter, enclosing lease for Ferry Reserve signed, and objecting to the legal charges made by the Board's solicitor. He enclosed a letter from another solicitor (Palmerston)endorsing his view. Mr Owens, as a deputation, waited on the Board asking for a reduction of the fares on the Manawatu Gorge bridge. He was informed that no reduction could be made. Mr John Manson waited on the Board anent certain works on the Waituna road, for which tenders had been called, but refused by the Board on the grounds that the work was not required. He stated another settler was interested beside himself. The Chairman said the Board had to be very careful, as the funds at their disposal were limited. In reply to Mr Wheeler, Mr Manson said he was willing to contribute one quarter of the cost. Mr Pryce-Jones thought they should meet the hardest cases first, and this was not one of them. Mr Manson then withdrew. Consideration of the matter was left over till next meeting. Proposed by Mr Reeve, seconded by Mr Wheeler, That Messrs P. and J. Bartholomew be granted permission to fall road line between sections 5 and 8, sub. D, Kimbolton road. — Carried. Proposed by Mr Reeve, seconded by Mr Pryce- Jones, That a special rate of 1/2 d in the £ be made upon the rateable value of the whole rateable property (Crown, and Native lands occupied, by owners excepted) within the boundaries of No. 6 sub- division of the Manchester Road District for the purpose of paying interest on loan of £3350, to be borrowed under the Loans to Local Bodies Act, 1886, such rate to be an annual recurring rate for 26 years, and payable on the 1st day of April in each year. — Carried. Proposed by Mr Pryce-Jones, seconded by Mr Wheeler, That in consideration of Mr Mellish's opinion as to a fair cost for preparing a lease of the Ferry Reserve to Mr Cotter, Mr Goodbehere be requested to re-consider his charges for the same. — Carried. Proposed by Mr Wheeler, seconded by Mr Reeve, That the following alterations be made in the ratebook — R. W. Holmes to J. P. Jensen ; Thos. Price to F. R. Linton ; James Patterson : Jervis and Taylor ; A. Gower to S. Clare ; Bailey Bros, to A. Goldfinch.—Carried. Mr Bell's application was held over as informaL Proposed by Mr Wheeler, seconded by Mr Pryce-Jones, That the Board are of opinion that a chain wide may be required in future for the Waituna Valley road, but they will carry out the arrangement made with Mr Linton and make a cutting for Mr Thoms' when the road is fenced. — Carried. Proposed by Mr Wheeler, seconded by Mr Pryce- Jones, That the Chairman request the Commissioner of Crown Lands to proceed against the trespassers on that part of the Ferry

Reserve kept for plantation purposes. — Carried. Accounts amounting to £678 16s 9d were passed for payment. Proposed by Mr Wheeler, seconded by Mr Pryce-Jones, That this Board authorise the roadman to destroy the pigs trespassing on the road, and complained of by the residents and workmen in and about the Gorge. — Carried. Proposed by Mr Reeve, seconded by Mr Pryce-Jones, That the Clerk be instructed to write to Mr O' Discroll at the Gorge, informing him of the decision of the Manchester Road Board to authorise the destruction of any pigs found trespassing on the Gorge road. —Carried. This was all the business.
