Washington, July 26. The Republican Senators are framing Tariff Bills, with a view of reducing the surplus by eighty million dollars. London, Juty 25. James J, O'Kelly, member for Roscommon North, was arrested for making a speech, in which he incited the people to disobey the Crimes Act. Admiral Field will make a personal explanation in the House of Commons on Friday with reference to the statement recently made by him to the effect that members of the Victorian Assembly were amenable to bribery. It is understood that he admits the statement was based on information given him by certain Vie« torian squatters so far back as 1882, to the effect that the latter had bribed members of the Assembly. No names or dates were mentioned.
To-day was tbe celebration of Mr Gladstone's golden wedding. He and Mrs Gladstone received a large number of congratulatory messages on the occasion. Another dynamiter has been arrested at Chicago. Further revelations hare been made in connection with contemplated dynamite outrages. Turkey has agreed to put a stop to the erection of fortresses along the banks of the Tigris.
