Municipal Corporations Act

PROPOSED AMENDMENTS. The Bill prepared by the Government to amend the Municipal Corporations Act contains a number of alterations in the law relating to the government of boroughs. It provides that at least one month's written notice shall be given of any action against a Corporation. The Colonial Treasurer may defray the cost of the first election of councillors for a new berough, and the advance is to be regarded as a debt to the Crown. Various provisions are made relative to audit and accounts, and technical amendments made in the existing law. All streets laid out in a borough are to be not less than 66ft wide, but any existing street of less than that width may be continued as at present until it meets a cross street. Private streets are to be not lesa than 40ft in width. Municipal overdrafts are to be limited to the total amount of the Council's ordinary rerenue for the preceding year, exclusive of any grants from the Government, but any interest account may be overdrawn to the extent of half the amount of any special rate leviable in the year for ■ the payment of such interest. Any projection into or over any part of a street is to be deemed an obstruction, which the Council may remove without process of law. Councils are empowered to make by-laws requiring every person selling hay, stray, or coals within a borough to have it weighed at a licensed weighbridge before delivery; also to provide for enquiry into the good character and proper skill and fitness of all 'bus drivers and conductors, and prevent incompetent persons from being employed. Increased power is likewise given to make by-laws in relation to drainage and water-closets, for inspection of cattle intended for slaughtering, and for inspection of gas meters. Any person or contractor for the lighting of streets by electricity is exempted from the necessity of a special Act to enable him to construct electric lines for the purpose as heretofore required. — Post.
