Boulanger's urgency motion in the Chamber of Depu- , tives affirming the necessity of a revision of the constitution was yery warmly discussed by both sides, and occasioned some of the stormiest scenes in the Chamber which ever occurred under the Eepubho. In moving the adoption of the motion Boulanger said—" The recent great electoral manifestations in my favor prove it is the desire of the electors that there should be a revision in the constitution. Franco is a misgoverned country, which now lifts her voice against party rule." [ These words were greeted with a perfect ' storm of ironical laughter, but nothing I daunted, Boulanger continued amid the tumult — " Republicanism, as practised, causes terrible divisions among the people brought about by a conflict, of opinions which may yet prove fatal to the country. The votes given by the Conservatives at the recent>lections for the Nord and elsewhere, were not given as a demonstration in favor of a return to monarchical government, but as a protest against the present unendurable state of things. The Deputies of this Chamber think only of their own affairs and the affairs of the coteries to which, they belong. Ministers in their turn are controlled by these coteries, and France is tired of this regime «f corruption, falsehood* and sterility."
