Count Kalnoky has announced to the Delegations that the second change in the sovereignty of Germany had left the existing treaty intact, which enabled Austria to face the future with confidence. He mentioned that a feeling of insecurity reigns throughout Europe, which compels all nations, despite their alliances, to rely chiefly upon their own strength. Beblin, June 18. The Emperor William has issued a proclamation, which states he assumes the Government looking toward the King of Kings, and prays that he may be a just and clement Prince, and that he may foster piety, guard over the peace, promote the welfare of the land, be a helper to the poor and distressed, and be a firm guardian of all that is right. ■ June 19. The Emperor William's proclamation to the people is devoid of anything likely to give rise to unfavorable comment.
