Kiwitea Road Board
The ordinary monthly meeting of ihis Board was held on Saturday af;ernoon last. Present— Messrs Taylor (chairman), Lucas, Williamson, md Bruce. ■ ■■ The minutes of the previous meeting were read and confirmed. The following correspondence was read:-- ■■'•""■- "-"'*' From G. T. H. Lyne, asking for return of deposit on contract. ■ from same, with account £128 lla for extra work on contract on: Mac- J kay'sline. ; ■;-.-. From District Surveyor, several telegrams and inemos re passing the metalling contract on Kimoolton road. From Property Tax office, advice of voucher sent to. Treasury for payment of £151 6s 9d subsidy. From Treasury office, re the Board's share of expenses, of electing Councillor for Oroiia county.' From same/ provisional agreement to grant loan of £3000. From same, advice of remittance to bank to the Board's credit of £890 10s for Crown Lands rates. From Crown Lands office, with copy of Gazette containing the authority of the Board to control Apiti Cemetery Beserve. From W, Hammond, with cheque £25 8s 3d for rates. - From Robert Mcßeth, resigning his . seat as a member of the Board. The Engineer reported the follow* ing tenders as having been accepted by Mr Williamson and himself as arranged at the former meeting of the Board : — H. Browning aid M. P. Mai, for forming Williamson's road in front of Bear's property, 8s 9d per chain. Or. Wickham, forming Williamson's road in front of Murray's property, 13 chains for JE IO ss. S. Coker, grading and metalling Williamson's Toad— grading (lump sum), £18; metalling, 22s per chain. F. Bink, grading, forming, and metalling Cheltenham Cross road— forming and grading, 25 chains at 20s per chain; metalling, 28a per chain. The Clerk was instructed to write to the Government, asking when the loan of £3000 would be available, and stating that all the necessary Bteps ' required by the Act had been taken by the Board. The resignation of Mr Mcßeth was accepted, and the Clerk was instructed to take Bteps for election of a new member of the Board. The letter from the Treasury re the> election expenses of the Oroua county was ordered to lie on the table. Some discussion ensued on the delay of the inspection by the -District Surveyor of the Kimbolton road metalling contract. • Mr Williamson spoke strongly on the subject, and said it would be nomore than was right if the contractor sued the B^ard for payment. He thought a local body ought to be trusted to do such work and have it passed by their own Engineer. The Engineer explained that on account of certain clauses in the Go* verament' s, specifications, which he V^ had never before seen introduced, he had not been able to pass the work, but he would arrange for Mr Field to inspect it as suggested in the communication from the District Surveyor. Mr E. Mudford, the contractor for said work, here waited on the Board re payment, and was informed that payment would be made on the work being passed as above arranged. Messrs J. Bussell and Hughey waited on the Board as a deputation from the Foxton Small Farm Association, asking the Beard to apply for the authority of the Government to take over the* expenditure of the deferred thirds money accruing to the Association. Mr. Bussell said they had letters instructing them to make the application through the local body for the district. The Chairman explained that the Board had already written to the Waste Lands Board asking for full particulars as to the payment and expenditure of the deferred thirds. Mr Williamson suggested that the matter stand over till a reply had been received. The deputation said they were anxious for an application to be sent in before the next meeting of the Land Board. Mr Lucas proposed, and Mr Bruce seconded, That the Foxton Small Farm Block be taken over on the terms suggested by the deputation. Mr Williamson thought such action would be premature, which opinion was endorsed by Mr Taylor. Mr Williamson proposed, and Mr Taylor seconded, pro forma, as an amendment, That until an answer is received from the Waste Lands Board on the question of the expenditure of the deferred thirds no steps be taken in the matter. The amendment was carried on the Chairman's casting vote. Mr Williamson assured the deputation the Board would be very happy to assist the Association in the matter all in their power, but thought it would be inadvisable to commit themselves before further hearing from the Land Board. The deputation again expressed anxiety to have an application made if possible at the next meeting of the Waste Lands Beard. They Were informed that should at reply come in time the Board wooUf hold a special meeting so as to facilitate the application. '■';■.' • r The deputation said that was so fir satisfactory, and having thanked toe Board they withdrew;. The Clerk was instructed to agsitt writ* to the Waste Lands Board, urging a reply on the matter of the deferred thirds money. ; In reply to the Chairman re Mr Lyne's letter, the Engineer made an explanation,, the substance of irhich was that? he had made no agreement for the extra, payment demanded, and did not consider it was due. Theward had the greatest amount of .roads to keep, and had the smallest revenue. . Mr Williamson thought something ought to be done to relieve the ward of its burden. ..■■■'■•.. v< •«'.•:'.' After a short conversation the matter was held over till next meeting. Mr Lucas brought forward the matter of the want of the opening up of a road in a portion of Poharigina ward j leading to the Feilding Small Farm . Association's Block, and suggested the expenditure of a portion of the! money received for Orown Lands rates in making such road, which he said was about one mile and a half. A conversation followed, in which the Board fell in with the suggestion. The Engineer was instructed to prepare an estimate and. specifications, and to call for tenders for the work by next meeting. The Engineer reported having made an inspection of the culverts on Kimlolton road, and found six of them so rotten as to require immediate repair. He was instructed to call for tenders for carting the drain pipes, and putting in the culverts with same, tenders to be in by Thursday next, and to be opened by Mr Taylor and the Engineer. * ' The Board passed a resolution confirming the acceptance by Mr Williamson and the Engineer of the tenders for Williamson's road. It was resolved, That the culverts and approaches be made as far as Mr Vjle's gate on Haine's road, the cost to be borne by the; Oroua ward at present, tenders to be called for the work at the same time as for the Kimbolton road culverts. Resolved, That all defaulting ratepayers be sued for their outstanding rates. /■ • After passing the accounts the Board adjourned..
