Manchester Road Board
♦ The ordinary monthly meeting of this Board was held on Saturday afternoon last. Present — Messrs Lethbridge, Bull, Tremewan, PryceJones, "Wheeler, and Macarthur, The minutes of the previous meeting were read and confirmed. Correspondence was read as follows : — From J. Herbert Hankins, re damages and injuries sustained by Mr Wallace in consequence of a hole in a bridge, and offering to accept the sum of £6 6s. From Treasury office, asking for payment of interest £405 19s Id. From same, acknowledging receipt of above amount. From T. and "W. Greenhow, re change of names on Tate roll. From C. Fanthorp, asking for renewal of slaughtering license. From A. Grammar, asking for renewal of slaughtering license. From a number of ratepayers of No 6 ward a petition praying the Board to repair the Ashurst end of Ashurst-Bunnytherpe road. From Colonial Secretary's office, advice of the gazetting the result of poll for loan. From Public Works Department, re tolls collected and amount of traffic over bridge in the Gorge road. From the Engineer, a report of the c mdition of the ditch on Kimbolton xoa'l, also the overflow of water at the Makino near BeLs gate and the works required to be done also the necessity of the renewal of culverts on Makino road. From Funnell Bros, offering to deliver metal at the Engineer's estimate per yard. . From a number of settlers m Tohangina district, a petition praying for the foaming and metalling of road from Warne's mill to Manchester Boundary. From H. Wilson, calling attention io a dangerous curve in junction at Wilson's line. From Treasury office with provisional agreement to grant loan of JB4OCO as applied for. From P. Hanlon, offering to form and metal a portion of road at the .Engineer's estimate, and wait 12 months for payment. . From Treasury, asking that particulars of allocation of loans be sent ■with application. From Treasury, asking whether schedule of works with amounts allocated to each work had appeared in advertisement of loan. From F. L. Berhendt and Co, asking for extension of time on contract. ' •■• From J. Purkiss, clerk Halcotnbe Town Board, asking for assistance in improving the Halcombe cemetery. Treasury office, asking for return of the Board's indebtedness in loans or overdrafts. ' From S. Bengston,'re felling bush line. From Pay-master General's office, with advice of payment of £2 18s Crown Lands rates. From Property Tax Deparment, advice of voucher seat to Treasury for above amount. •,. ' Messrs Fry, Phillips, Burrell, and Glacken waited on the Board," representing the condition of No. 6 line and asking that ie be made passable for ordinary traffic. . Mr Macarthur advocated that something be done as the ward is now in funds. Messrs Bull and the Chairman opposed any expenditure on this road as there were roads in other wards which were in credit, which were as important as the one in question. Mr Macarthur proposed, and Mr Tremewan seconded, That tenders be. called for the culverts and other works necessary to make No. 6 line in No. 4 ward passable for horse traffic. The motion was lost. Proposed by Mr Bull, seconded by Mr Macarthur, That Messrs T. and W. Greenhow's names be placed on rate book for section part 25 O, in place of Joseph Kelsale. Carried. Proposed by Mr Bull, seconded by Mr Tremewan, That S. Bengston be allowed to fell bush fronting his section on the usual terms — Carried. Proposed by Mr Jones, seconded by Mr Wheeler, That an extension of 10 days be granted to Messrs Berhendt and Co in which to complete their contract — Carried. Proposed by Mr Wheeler, seconded by Mr Jones, That Messrs Fanthorpe and Grammar's slaughtering licenses he renewed— Carried. Proposed by Mr Tremewan, seconded by Mr Lethbridge That the Engineer be instructed to Bpend £20 on Ashurslrßunnythorpe road as requested by Mr Funnell and others— Carried. Proposed by Mr Macarthur, seconded by Mr Tremewan, That 400 loads ■of metal be obtained for Kimbolton road, and that the ditch therein be .cleaned out, the cost of the ditch not to exceed L2o— Carried. . Proposed by Mr Macarthur, seconded by Mr Tremewan, That the Makino, near Mr Bell's gate,, be cleaned out And widened at a cost not exceeding ilO, provided that satisfactory arrangements can be made with the owners of adjacent- properties. — Carried. : Proposed by Mr Macarthur, seconded by Mr Wheeler, That the eight •culverts mentioned in the Engineer's report on the Makino road as requiring renewal be renewed. — Car•HAQ Proposed by Mr Wheeler, sconded by Mr Jones, That this Board will be ■happy to assist the Halcombe Cemeitery when in funds.— Carried. Proposed by Mr Tremewan, second<ed by Mr Macarthur, That the maintenance men in No. 6 ward be —x employed in erecting a culvert and clearing a track through Wyndham *%treet leading from Feilding road to Salisbury road.— Negatived. the rateable property within the boundaries of number 5 subdivision of the Manchester Road District, foz the purpose of paying principle and interest on a loan of £4000 to be borrowed under the Government Loansto Local Bodies Act 1886, such rate to be an annual recurring one for 26 years and payable on the first day of April in each year. — Carried. Proposed by Mr Bull, seconded by Mr Jones, That particulars of damages sustained by Mr Wallace be obtained before payment is made. — Negatived. Proposed by Mr Macarthur, seconded by Afr Treinewan, That Mr Wallace be paid the £6 6s demanded. —Carried. A deputation of four settlers in Waituna district waited on the Board, asking that Waituna road be put into a passable condition. Proposed by Mr Wheeler, seconded by Mr Jones, That the Engineer pre« pare plans, and call for tenders for Waituna road, cost not to exceed £30. — Carried. Proposed by Mr Lethbridge, seconded by Mr Macarthur, That the offer of Mr Bray to give the Board £12 for the dog tax, and supply collars, be accepted. — Carried. Proposed by Mr Lethbridge, seconded by Mr Macarthur, That tenders be called for metalling the formation contract in No. 6 line to Mr Phillips' house, tenders to be opened and dealt ! with by a committee consisting of the chairman and the member for the ward, — Carried. Proposed by Mr Lethbridge, seconded by Mr Bui), That the following special order will be proposed at a meeting of the Manchester Road Board, to be held on the 7th day of April, 1888, viz : that a special rate of one-eightieth of a penny in the £ be made upon the rateable value of the whole of the rateable property within the boundaries of the Manchester Road District for the purpose of paying interest, on a loan of £328 ISs, borrowed under the Government Loans to Local Bodies Act, 1886, such rate to be an annual recurring one for 26 years, and payable on the Ist day of April in each year. — Carried. .Pioposed by Mr Tremewan, seconded by Mr Wheeler, That Mr Han- 1 lon's offer to form and metal the road leading to his house at the Engineer's estimate, and wait 12 months for the money, be accepted. — Carried. Mr Macarthur asked the chairman whether the amounts allocated to each work in No. 5 ward had been submitted to the special meeting of the Board, and whether they appeared in the minutes. The Chairman repliedjthey had been put before the meeting, but were not recorded in the minutes. Mr Macarthur quoted the Loans to Local Bodies Act, 1886, to show that it was necessary to have a schedule of works and amounts allocated in the advertisement. The chairman thought the omission would prove fatal. Mr Bull thought it was not necessary to have a schedule of works advertised. Tenders were opened as follows for forming a portion of No. 6 line, from Kimholton road to Mr Phillips' residence : — E. Lyne, £1 12s 6d (per chain); F. Harris, £27 3s 6d; I\ Klink, £19 10s; H. T. Lawson, £16 6s 6d ; Pinsent and Charles, £1 5s 6d (per chain) ; Eng and Cowan, £13 9s; G. Ash worth, £13; E. Cornish, £13 9s ; Young and Bunn, £18 ; Witt and Kobmson, £23 10s ; Younger and Laing, £18 14s; G. Wickham, £15 11s 6d. Proposed by Mr Bull, seconded by Mr Macarthur, That the tender of G. Ashworth for work in No. 6 line be accepted. — Carried. After passing accounts for payment the Board adjourned.
