[per united press association.*] Wellington, This Day. The Justice Department has issued the following memorandum: — "The attention of Government has on several occasions been called to a practice which prevails in some courts of allowing claims for solicitors' fees in connection with the issue of summonses or hearing to be inserted in the bill of particulars, plaint, or summons. The Government is advised that such practice is a wrong one, as by it persons who desire to pay before the day of hearing must either pay an illegal demand, or be under the necessity of attending court to dispute the item. The Minister of Justice therefore repuests that Clerks of Courts be instructed that in no case is such an item to be included in the demand made by summons."
