Manchester Road Board
'^^^. , - -• — -— The ordinary monthly meeting of this Board was held on Saturday last. Present-^Messra Lethbridge (chairman), Bull, Macarthur, Tremewan, and Wheeler. The minutes of the previous meeting were read. Mr Macarthur made a slight demur to a notice of motion given by him at the last meeting" having been dropped, and thought the usual courtesy would have been "extended to member unavoidably absent, after which the minutes as read were confirmed. Correspondence was read as follows: From 1). G. Biddiford, calling attention to the state of the FeildingHaluombe road, and asking for something to be done to same. From J. E. and G. Ashworth, an account of £o for work done on the Taonui road. From L. Wallis, re damage to his buggy by an accident through broktn bridge on Napier road. From J. McCool, re felling r<;adline. From J. Menzie, complaiaing of E. Menzie having put up a building which frightened horses.. From A. Bell, J. H. Taylor, and G. 8. Humble respectively, applying for renewal of slaughtering licenses. From G. Nye, Inspector Gorge road, asking for 100 yards of gravel to repair said road. From the Treasury, a circular stating that it was the intention of Government to cease paying rates under the Crown -and Native Lands Sating Act, 1882, after 31st March next. From the same, stating the. above circular did not apply to special rates on lands held as security. From the same, re payment of £540 8s 1 Od, balance of debenture. From the same, .re payment of £405 19s Id, interest. Jfr Tremewan presented a petition signed by about 50 ratepayers of No. 6 Ward, stating, and askiag the Board to sanction, that a meeting was held at Ashhurst on 2nd February, when it was proposed that a loan be raised for forming and metalling Pohangiaa, Bunny thorpe, Ashhurst^ Old Napier, Gallagher's, Salisbury, and Hanlon jroaoa ; also road from Stoney creek to Henneghan's, the rate to be over such portion of the ward as would be benentted, and the. rate not to exceed one halfpenny in the £. Proposed by Mr Macarthur, seconded by Mr rremewan, That the money due to the Government be paid. — Carried. Proposed by Mr Macarthur, seconded by»;Mr Tremewan, That tenders be called for work to the extent of £100 on Phillips', line, tenders to be in by Saturday, the 18th, and to be opened by a committee consisting o£ the chairman and mover. Mr Wheeler said he would like to know what regulated the publication of correspeadeßce, as he noticed Mr MacarthuVs letter read at last meeting on tjje Jones' road expenditure was the .only one published in full. A/ftight altercation was here com~iaeu!sa& Messrs Wheeler and Kacaithur relative to the previous action o£ the latter on .the. proposed Jones' road expenditure, but was suppressed by a remark from the chair; maa that it had nothing to do with the motion, before the meeting, and that they .had better defer the discussion till after receiving a deputation about to wait upon them. - : A deputation, consisting of Messrs P. Bartholomew, Downes, W. Baker, and F. Barrell here waited on the Board, calling attention to the drain on Kimbolton road between Messrs Hitchman and Downes' properties, asking that something be done to divert the current, or to prevent the water flowing on to and damaging the road. It was pointed out that the channel was not large enough to carry the water. 1 ...... To Mr Macarthur's motion, Mr Bull proposed, and Mr Lethbridge seconded, as an amendment, That tenders be called for road making from Kimbolton road to give Mr Phillips an outlet. The amendment, was carried, Mr Macarthur voting against it. Proposed by Mr Macarthur, seconded by Mr Tremewan, That the Engineer be requested to report on the Kimbolton road at next meeting. — Carried. Proposed by Mr Bull, seconded by Mr Macarthur, That Mr Joseph Kelsales name be put on rate book for section 26, part section 25, sub O, 632 A,C. itf pKcVof E._ and C.A, Corporation ; ialscr that of John Harrison for part section 27, sub^A, -100 acres; also that A. E. Eopes name be substituted for 8. F. Scott, of Munro and Scott, part 15 and 23, subdivision 6. —Carried. Proposed by Mr JBull, seconded by Mr Macarthur, That G. S. Eumble, James H. Taylor, and A. Bell be granted renewal of slaughtering licences, and that 0. 8. Eumbie's be for rural Section 24 Ashhurst.—Carried.* $■""'"'■: : ■-.- :■-.. - . ..'• - A Conversational discussion was Jield on the T proposed loan for Ne. 6 ward, and the matter contained in the petition of the ratepayers on the subject. (At this stage Mr Pryce- Jones took bis seat.) It was considered not advisable to entertain the proposal contained in the petition, and as the whole proceedings would have to be commenced again de nova there would not be time now to get the application in so as to be of any avail this season. .. . . Proposed by Mr Bull, seconded by Mr Lethbridge, That in the opinion of this Board- tbe vote for loan on No. 6 ' "Ward should be taken to include all unmade roads in the ward.— Carried. -Proposed by Mr Wheeler, seconded by Mr 'jjremewan, That the Engineer be instructed to inspect . and attend to that part of the Fe^ldihg-Halcombe ros4 complained of by Mr Eiddiford. tx^Vo^4 Mr seconded by Kbr J&mtoPjr! special order will be proposed at a I meeting of the Manchester Eoad ' Board, to be held on the 3rd day oJ March, 1888; that a special rate oJ five-eights of a penny in the £ be made on the rateable yulue of the whole of the rateable property within the boundaries of No. 5 subdivision oJ | the Manchester Eoad district for the i purpose of paying principal and interi est on a loan of £4000 to be borrowed under the Government Loans to Local Bodies Act, 1866, such rate to be an ' annual recurring one for 26 years, and payable on the first day of April in each year. — Carried. | A motion of a similar nature foi I paying off unexpended portion of loan !
