Russia is massing troops at Riev, Odessa, and Rishiuer. Other corps have been ordered to proceed further along the Austro - Hungarian and Roumanian frontiers. Berlin, January 15. There is a feverish activity among the Russian troops in Poland, where the Commission, Hospital, and Railway staffs are making large additions to the plant and rolling stock.
