( asked whether the debate in committee j j could be reported in full. Tho subject was an important one, and ought, ho thought, to be reported in full. — After a short discussion, the Chairman said Mr Speaker had given instructions for tho debate to be reported in full. — Mr Peacock, continuing the discussion on the village settlements expenditure, asked whether the Minister had it in his mind when he asked for tho vote of £5000 that he was going to spend £70,000?— The Minister said no particular sum was in his mind at the time. Ho was impressed with the importance of putting people on the land, and advised his colleagues to grant £50,000 annually. That amount would have been proposed in tho Public Works Statement, and ho thought the liabilities would come within this. During the year 1000 families hail been put on the land — that was his answer and his justification. After a lengthy debate progress was reported. A message was received from the Goyornor announcing that his Excellency had assented to certain Bills passed by Parliament (among thorn the Representa- < tion Act). i COUNTIES ACT AMENDMENT BILL. • This Bill was committed. A long discussion ensued on a new ■ clause allowing the Selwyn County Coun> '< cil to borrow £3000 for the Malvom i watei'-race. Eventually the clause was ' agreed to. Mr Beethatn moved a new . clause, permitting the County Council i to allow swing gates on county roads, . and to remove such gates. This was lost by 23 to 15. Mr Tole moved the addition of some new clauses, one of which was giving power to constitute a road district on the petition of the ratepayers therein only. It was hotly opposed, and eventually thrown out on the voices. In the other, which was for proclaiming i Pukekohe, in Auckland, a town district, was carried after debate by 27 to 23, ' The Bill was then reported with amendments, and the House rose at 2 a.m.
