Feilding Borough Council
The ordinary fortnightly meeting of the above was held on Thursday last. Present — His Worship the Mayor (Mr S. Goodbehere), Councillors Bartholomew, Thomson, Fowle«, Foster, Lethbridge, Worsfold, Haybittle, and Chamberlain. The minutes of the previous ordinary meeting were read and confirmed. Mr W. G. Haybittle having read and signed the usual declaration took his seat as a Councillor. The Mayor, Mr Goodbehere, said he congratulated Mr Haybittle on his election. i CORRESPONDENCE. From W. G. Haybittle asking per- j mission to burn flax in Eyre street. i (Mr Chamberlain here entered the : Council room, and oh making the ' usual declaration, was also congratulated by the Mayor.) From G. A. Lyne and Co. asking for an extension of time to complete j certain contracts. From Mrs Mills asking the Council to contribute something towards the support o% her family, her husband having deserted her. A document was read, signed by J. H. Blackmore for " The Committee." The Mayor thought it best to postpone its discussion until later on in the evening or at some future date. Public Work's report was read and adopted. Accounts for £173 19s 8d being passed for payment. ] The Finance Committee's report j was read and adopted, and accounts for £33 8s 7d were passed for pay- j rnent. i The Town Clerk pointed out that when cheques were issued m payment of accounts for public works as passed, the Loan Account would be overdrawn by about £15. Some conversational remarks were made on the subject. j Proposed by Cr Lethbridge, seconded by Cr Fowles, That a cheque be drawn on the General Account sufI. ficient to cover the deficiency.- — Oarried. Proposed by Cr Worsfold, seconded by Cr Bartholomew, That the Dog Tax Collector have authority to sue for all unregistered dogs. : The Mayor thought direct authority should be given in eaoh case by the Council. Cr Lethbridge said the collector was appointed by the Council and he ought to be allowed to sue at his own discretion. The resolution wbb put and carried. Proposed by Cr Goodbehere, seconded by Cr Lethbridge, That Mr Haybittle be authorised to burn the flax as requested. Cr Worsfold said" a resolution was not necessary as the Clerk had power to give the required permission. Resolution withdrawn. Re Lyue's application, Cr Lethbridge said the extension of time was required owing to the nature of the ground. The Engineer said the contractors were doing as well as they could with their work. Proposed by Cr Worsfold, seconded by Cr Lethbridge, That an extension of time be given to Lyue and Co. at the discretion of the Engineer. — Carried. Proposed by Cr Foster, seconded by Or Fowleß, That the name of Cr Haybittle be added to the Finance Committee. — Carried. The application for relief from Mrs Mills was then considered. The Mayor said she was in destitute circumstances. She had obtained an order of the R.M. Court for her husband to pay £1 per week, but he doubted if it was of any value. Cr Thomson B'iid Mrs Mills had a great aversion to having her husband brought back. He (Cr Thomson) would suggest that a small committee of the Council should be appointed to enquire into the circumstances of the case. At the invitation of the Mayor, Mr E. Goqdbehere gave some information as to the financial position of Mrs Mills. Cr Lethbridge asked if the Charitable Aid Board could not take the matter in hand. Cr Worsfold said the only objeotion he had was that the Council could not recover the money afterwards when the parties who had received relief were in better circumstances. Cr Haybittle asked for some inforinformution as to the sources of the Charitable Aid Fund. The Town Clerk explained. Proposed by Or Worsfold, seconded by Cr Lethbridge, That the sum of 10s por wook be allowed to Mrs Mills until tho next meeting of the Counoil. — Curried. The estimated Expenditure and Revenue of tho Borough, for the ensuing year, was read and a small a Iteration was made. Proposed by Cr Goodbehere seconded by Cr Chamberlain, That the estimates as amended be adopted. — Carried" The Clerk asked for authority to sue for outstanding rates wkere necessary. Cr Loth bridge said lots of burgesses wore tired of being on the defaulters' list, and would no doubt pay up at once. Cr Thomson said it was the fault of the Town Clerk, who ought to have given earlier notice and then gone round and collected tho amounts. Cr Worsfold thought if defaulters knew they were going to be sued they would pay up. Cr Haybittle said each one had receive a notice stating that unless the rate was paid he would be sued. He thought that should be sufficient. He had received such a notice, and came up and paid his rates at once. Proposed by Cr Worsfold, seconded by Cr Bartholomew, That tho sum of £5 be drawn from Interest account to pay court fees for suing defaulters, und £5 from General account for petty cash. — Carried. Proposed by Cr Worsfold, seconded by Cr Bartholomew, That the name of
Cr Lethbridge be added to the Library committee. — Carried. The grievances of "the Committee were then read, they embodied certain charges against the poundkeeper. Cr Bartholomt-w said the Council must have the names of the committee. The Mayor sniil he did not care . whether the document were discussed then or at some future meeting:. Or Bartholomew said there was only one name to the document. He thought there should be no notice taken of it, and he would move to that effect. Cr Lethbridge said the letter could only ; be considered at the next ordinary ijneeting of the Council. The Mayor pointed out that the standing orders could be suspended if required, as all the Councillors were then proseut. v . t - Proposed by Cr Bartholomew, seajp-/ raided by Or Worsfold, That the I&tter i from J. H. 'Blackmore be not received, I on the ground that the names of the : complaining ratepayers forming the | committee on whose behalf the letter is signed, dj not appear. — Curried. Cr Thouisou drew attention to the • condition of the Cemetery road. The Council then adjourned.
