On Sunday night, about 8.30, there was a dreadful stench iv Manchester streot, caused apparently by night soil or other offensive matter being romovod. Clause 78 of the Borough byelaws points out that no night soil shall be carted away, nor any offensive liquor or matter of any kind whatever removed within tbe Borough except between the hours of 1 1 o'clock at night and 6 o'clock in the morning. In the Police Offences Act, 1884, clause 3, section 14, provides any person guilty of the following offence is liable to a penalty not exceeding five pounds :— " Empties any privy or cess-pool, or carts away any night soil or other offensive matter, without a license from, and without having given such security as ma3 r be required by, the local authority." At a time like the present when tbe weather is j remarkably hot, too much prudence cannot be exercised in all matters where the health of the people is concerned. Tbe sanitary laws we have quoted were passed with the object aud intention or compelling people to be cleanly and regard the comfort and delicacy of their neighbors as well as the pub ie in the streets. We have made enquiry from the Town Clerk I and find that no person had au- I thority from him to remove offensive matter on Sunday last, nor is there any regularly appointed person. We think tbe sooner the omission is supplied tbe better, and commend the subject to the consideration of the Borough Council at its next meeting.
